Caveats

• Only the 2017 parliamentary election campaign is itemised. It is the only Albanian donor data the KQZ published in machine-readable form (Excel workbooks of the campaign financial reports on cec.org.al). All later donor data is in scanned PDFs (see below), so the dataset is far from complete.
• Amounts are in Albanian lek (ALL) as reported by the parties; year = election year (2017); the date is the donation date when the report gives one. Dates are left empty for workbooks whose dates are clearly unreliable (day and month apparently swapped, giving campaign donations dated after the 25 June 2017 election): LSI - pub.xlsx.
• Donor names: the KQZ published 'public' versions of most 2017 reports in which donor names, ID numbers and addresses are generally blank for donations under ALL 100,000 (the publication threshold of the Law on Political Parties, art. 23/1; a few smaller donors are still named). Those donations are aggregated per recipient into one row 'Private individuals (names not published)' (donor kind anonymous) with the number of donations in the description. The PS workbook names every cash donor (ALL 10,000-100,000) but not its in-kind donors. 144 named rows, 56 aggregate rows.
• Several parties reported no private donations at all in 2017 (PD, PR, PSD, PDS, MEGA, Aleanca Demokristiane); their campaigns were financed from public funds or the party's own revenue, which are not donations and are not included.
• Recipient: 'Zyra qëndrore' (central office) -> the party; 'Dega' -> the party branch named in the report (recipient kind party_branch); 'Kandidati' -> the candidate (recipient kind candidate). Where a cash donation to the central office names a candidate (often the candidate's own contribution), the name is noted in the description.
• In-kind donations (sheet 2.c, e.g. office rent, fuel, T-shirts, airtime) are flagged in kind=1 at the value reported by the party. The LSI report includes ALL 24.3 million of in-kind airtime from Top Channel (TV).
• Privacy: personal ID numbers (NID), company tax numbers, street addresses and bank accounts printed in the workbooks are not copied; donor_locality is filled only when the address field is just a town name. Donor country is AL for all rows (only domestic donors are allowed by the Electoral Code).
• LSI (Lëvizja Socialiste për Integrim) renamed itself Partia e Lirisë in 2022; its 2017 rows keep the published recipient name and are linked to 'Partia e Lirisë'.
• Not ingested - scanned PDFs only. OCR (tesseract sqi+eng, 300 dpi) was tested on the donor tables of the PS 2019 campaign report and rejected: the tables are printed small and rotated, and many names and amounts were misread, so no OCR output is used. Affected: campaign financial reports of the 2019 local elections (cec.org.al), annual financial reports of parties 2011-2025 and their audit reports (cec.org.al, Wayback copies of the former kqz.gov.al, kqz.gov.al/raporte-financiare-nga-protokolli), campaign audit reports for 2009-2025, and the 2025 campaign financial reports filed on paper (kqz.gov.al, scanned, some over 1,000 pages). Audit reports summarise donations but do not list donors.
• Not ingested - the KQZ electronic financial reporting platform (PERF, fpp.kqz.gov.al 'Shiko raport financiar'), where the large parties filed their 2023/2025 campaign reports, was unreachable from outside Albania at the time of the ingest (connection timeouts); arkiva.kqz.gov.al returns an Imperva bot challenge and was not used; kqz.gov.al/api is disallowed by robots.txt. The 2021 and 2023 campaign financial reports themselves were not found online (only audit reports).
• Annual reports that could be read (e.g. PD and PS 2015-2016 in xlsx/docx) report no named donors: parties' regular income is almost entirely state subsidy and membership fees/MP contributions. The scanned annual reports for 2025 are different: they carry donor tables (forms 3.b cash and 3.c in-kind donations, several pages scanned sideways) and the Socialist Party report names six donors whose ALL 1,100,000 equals the printed total of donations from natural and legal persons; these have not been ingested yet.
• Second-pass inventory (downloaded for OCR, not ingested): the 47 annual reports of political parties for calendar year 2025 (kqz.gov.al/raporte-financiare-nga-protokolli, 200 dpi scans), the 14 small campaign reports for the 11 May 2025 election that parties filed on paper (kqz.gov.al, 0.2-17 MB; seven larger ones of 33-165 MB, for Koalicioni Euroatlantik, Partia Republikane, Mundësia, Socialdemokrate, Shqipëria Bëhet, Agrare Ambjentaliste and Djathtas 1912, were not downloaded) and the 24 party reports of the 2019 local elections (cec.org.al, 100 dpi 1-bit scans, small print scanned sideways). The Socialist and Democratic Parties' 2025 campaign reports are not on the KQZ site (filed on the electronic platform PERF, unreachable from outside Albania). Audit reports of the KQZ auditors (annual and campaign, 2011-2025) summarise income and do not list donors; no donor lists of the State Audit (KLSH) or the High Inspectorate (ILDKPKI) were found by web search.
• the public funding data: annual state subsidy ('ndihma financiare vjetore') allocated by KQZ decision for 2021, 2022, 2024 and 2025 (2023 decision only available as minutes, not parsed). Campaign public funds (advance and post-election compensation) are not included.
• Coalitions: in 2017 all reports are by individual parties. In the annual-subsidy decisions the 10% share won by the 2021 coalition 'PD - Aleanca për Ndryshim' is paid to its lead party PD and is recorded under PD.
