Caveats
  • Amounts are in convertible marks (BAM/KM), pegged to the euro at 1.95583 KM per EUR.
  • Official donor-level data: CIK BiH published the complete annual reports, including the donor schedules, only for 2025 (reports filed in 2026 under the new Rulebook on financial reports, Službeni glasnik BiH 19/26). For 2017-2024 the CIK website publishes only summary forms (general data, income and expenditure totals by organisational unit, liabilities) without the names of donors; for 2016 it also published the donor schedules (forms 3-a, 3-b, 3-e) of seven parties (see the 2016 source).
  • 2025 rows (1665) were read by OCR from PDFs whose text is drawn as outlines. Every non-empty donor form was validated: the sum of the amounts read equals the total printed on the form and the party figure in CIK's own summary table (Prilog 3), so amounts are exact; names were re-read cell by cell where the Latin/Cyrillic script was inconsistent, but individual letters in a few names or branch names may still be misread.
  • Contributions of natural persons (form 3.2) include payments by party members and office holders (often a share of their salaries) as reported by the parties; membership fees (form 3.1) are aggregated per branch in the source and are not included.
  • In-kind donations (form 3.6) use the total value of the goods or services as reported (the figure CIK counts as in-kind donations); many are municipalities providing premises free of charge (donor kind public_body). The free-text description of the gift is replaced by a short category because it can contain addresses.
  • recipient_name is the party organisational unit named in the report (municipal, city, cantonal board...) with recipient kind party_branch; central bodies are given as the party itself.
  • 2018-2024 donor-level rows (4706) come from Transparency International BiH's Integrity Watch platform (civic mirror; TI BiH obtained the parties' donor schedules from CIK). Coverage is uneven: legal-person donations for every year, natural-person donations only for 2022 and 2024 (their totals closely match CIK's per-party figures) and a small part of 2023; natural-person donations for 2018-2021 are missing.
  • Integrity Watch dates of 31 December were dropped where all rows of a party-year carry that date (e.g. SDA 2022), because they look like placeholders; the year is kept. Repeated identical rows in Integrity Watch are kept: their sums match CIK's party totals, so they are separate contributions. Rows without a year in Integrity Watch are skipped.
  • In the 2025 CIK reports some donations carry a date after the reporting year (early 2026, probably booking or signature dates); these dates are left empty and quoted in the description.
  • 2016 rows (328, source Godišnji finansijski izvještaji političkih stranaka za 2016. godinu - Obrazac 3-a (prilozi fizičkih lica), 3-b (prilozi pravnih lica), 3-e (nenovčane donacije): the donor schedules CIK published for seven parties) are the only donor schedules CIK published for 2016: forms 3-a (natural persons), 3-b (legal persons) and 3-e (non-monetary donations) of seven parties, read from the PDFs' text layer (no OCR) and reconciled to the printed form totals. They cover only part of what those parties declared (e.g. SBB: all of its natural-person contributions, but not its legal-person, in-kind or membership income; Naša stranka: legal persons only; SNSD: two units) and nothing for the other parties, whose 2016 donor schedules were not published. SBB's 2016 form 3-a gives 298 named contributions of 100 KM or more and one sum for contributions below 100 KM (row "Private individuals (names not published)"). Names are printed as first name and surname although the column is headed "Prezime i ime"; units are named as printed ("CENTRALA" = the party itself). Dates outside 2016 (the SDU Novo Sarajevo form is dated March 2017) are dropped and quoted in the description. Form 3-c (income from party property: bank interest, rent) is not a donation and is not included.
  • Election-period reports were checked and contain no donor names, so nothing is ingested from them: the post-election reports of parties (general elections 2010, 2014, 2018, 2022; local elections 2008, 2012, 2016, 2020, 2024) are summary forms (forms 1, 3, 3-attachment, 4, 4.2, 5.1: income and expenditure totals by organisational unit); the reports on the turnover of the special campaign account published three days before the 2024 local elections, the 2025 Republika Srpska presidential by-election and the 2026 Vareš by-election have only forms 1 (general data), 2 (account turnover totals) and 4.2/4.2 D (propaganda costs and supplier accounts); the reports of independent candidates are 8-page scans of the same templates (forms N1-N5 with empty donor pages in the samples read, several handwritten).
  • Older annual reports were checked and contain no donor names either: the reports for 2006-2015 (63 to 105 scanned PDFs per year on the CIK site, 2007 and 2008 included) are 2-6 page summary forms (form 1 general data, form 3 income totals with the note that the details are on forms 3-a to 3-f, form 4 expenditure); the 2014 post-election scans are handwritten unit-level tables of totals. The CIK audit reports (Izvještaji o reviziji, 2004-2022) list violations, not donors. Entity level (Republika Srpska, Federation, cantons, Brčko District): all elections are run by the state CIK, so there is no separate register of private donors; entity, cantonal and municipal budget transfers to parties are public funding (in the public funding data through CIK Prilog 3). There are therefore no donor-level rows before 2016 (party-level income totals from 2013 are in the party accounts data).
  • the party accounts data and the public funding data come from CIK's yearly table of income by source as declared by each party (2013-2025). Public funding is the party's reported income from budgets of all levels of government (state, entities, Brčko District, cantons, cities and municipalities); expenditure is not in that table and is left empty; other_income = total income minus donations, public funding and membership fees (includes property income and in-kind donations).
  • Donor national ID numbers, addresses and receipt numbers are not published in the donor schedules used here (or were dropped); donor_locality is left empty.
  • Parties that did not file a report, or filed after the deadline, are missing for the corresponding year; in 2025, 119 of 201 registered parties filed on time (CIK also published 15 further reports that it did not count as regular).
  • European party affiliations: SDA, HDZ BiH and PDP are associate members of the EPP, HDZ 1990 an EPP observer, SDP BiH an associate member of the PES and Naša stranka a member of the ALDE Party (per party member lists as of 2026); ep_group is none because BiH is not an EU member.
  • Donor-level rows compared with the totals that the parties declared to CIK (Prilog 3 table; ratios can exceed 100% where the rows include reports CIK did not count as regular or classify donors differently): 2016: 13% of natural-person and 7% of legal-person contributions; 2018: 0% of natural-person and 96% of legal-person contributions; 2019: 0% of natural-person and 94% of legal-person contributions; 2020: 0% of natural-person and 96% of legal-person contributions; 2021: 0% of natural-person and 97% of legal-person contributions; 2022: 92% of natural-person and 81% of legal-person contributions; 2023: 21% of natural-person and 133% of legal-person contributions; 2024: 88% of natural-person and 102% of legal-person contributions; 2025: 102% of natural-person and 136% of legal-person contributions.
