Legal framework
Bundesgesetz über die politischen Rechte (BPR, SR 161.1), Articles 76b-76k 'Transparenz bei der Politikfinanzierung' (transparency in political financing), in force since 23 October 2022, together with the VPofi ordinance (SR 161.16). Obliged entities: parties represented in the Federal Assembly (annual revenue returns by 30 June, published by the EFK by 31 August), independent members of parliament, and anyone running a campaign for federal elections or popular votes with spending above CHF 50,000 (budget published 30 days before the vote, final accounts 60 days after). Monetary and non-monetary contributions above CHF 15,000 per donor per year must be declared with the donor's name; anonymous and foreign donations are prohibited. Competent authority: the Eidgenössische Finanzkontrolle (EFK, Swiss Federal Audit Office), which receives, checks and publishes the returns in an electronic register; the Bundesamt für Justiz (Federal Office of Justice) is responsible for the legislation. There is no direct public funding of parties at federal level (only contributions to parliamentary groups under the Parlamentsressourcengesetz); some cantons have their own rules.

Caveats
  • Federal transparency rules only apply since 23 October 2022: no federal itemised data exists before 2023 (sources ch_efk_*, complete). Cantonal and municipal registers are added as separate sources (ch_<canton>_*): Ticino, Vaud, Fribourg, Schwyz, Bern (canton and city), Lucerne city and St. Gallen city; the other cantons publish nothing usable (see below), hence status 'partial'.
  • Cantons and cities without an ingestible register (checked 2026-09-28 and 2026-09-29): Geneva (accounts and donor lists with amounts >= CHF 5,000 are filed with the Chancellery but can only be consulted on the premises of the Service des votations et élections, LEDP art. 29F), Neuchâtel (donations >= CHF 5,000 are declared to the Chancellery, LDP art. 133j; the page https://www.ne.ch/themes/etat-droit-et-finances/democratie/financement-et-transparence-de-la-vie-politique publishes no list), Valais (accounts and donor lists > CHF 5,000 only communicated on written request since 2023), Jura (new law of 2026 with disclosure above CHF 750, nothing published yet), Schaffhausen (register pofwork.sh.ch opens with the vote of 29 Nov 2026; empty), Aargau (rules apply from 1 January 2027), Zug (draft law in consultation since 30 June 2026), Solothurn and Basel-Stadt (bills and motions only), Basel-Landschaft (initiative rejected), Zürich (canton: parliamentary initiative KR 442/2020 only; city: ordinance proposed in April 2026), Winterthur (motion only), Biel (no rules) and the other cantons (Lucerne, St. Gallen, Graubünden, Thurgau, Glarus, Uri, Obwalden, Nidwalden, Appenzell: no rules; Lucerne and St. Gallen only at city level, which is ingested).
  • Federal register completeness (checked 2026-09-29 against the register's own list of every disclosed donation, /api/frontend/v1/de/allowances): party financing 2023-2025 = 510 donations, all ingested; for every federal vote and election since the National Council election of 22 October 2023 the ingested rows equal the register's final list (or its pre-vote budget list where no final account is published yet). The register holds nothing before 2023.
  • Ticino: no notification by candidates in the cantonal elections (LEDP art. 90 cpv. 2) exists in the Foglio ufficiale (all 15 notices of the political-rights sub-rubric are ingested); the printed FU before 2020 is not online. Vaud: the communal elections of 8 March 2026 (communes > 10,000 inhabitants) and the annual lists for 2025 are not yet on the canton's page (re-run later). Fribourg: 55 documents listed on fr.ch (14 party annual accounts 2022-2023, 35 accounts of Fribourg campaigns for the federal elections of 2023, others) are no longer online and could not be recovered from the Wayback Machine (unreachable on 2026-09-29): missing.
  • Named disclosure only above CHF 15,000 per donor per year/campaign; party returns sometimes also list smaller items (e.g. cantonal-branch dues to the national party), which are kept as published.
  • Only national party organisations represented in the Federal Assembly file annual returns; cantonal/local party finances are not covered at federal level.
  • Campaign rows: the final-account disclosure is used when published, otherwise the pre-vote disclosure (flagged in the description); the two are not summed to avoid double counting. Votes scheduled after the export date have only budgets or nothing yet.
  • The same money can appear twice across levels (e.g. a party's national organisation donating to a vote campaign, or a party funding a candidate); rows with donor kind=party are intra-party or inter-organisation transfers.
  • Mandate levies (Mandatsbeiträge) paid by office-holders to their party are included as source Politikfinanzierung - Mandatsbeiträge (contributions by elected office-holders); they are not donations in the strict sense and have no date (year only).
  • donor kind for legal persons is inferred from the name (legal-form suffixes and keywords); unclassified legal persons are 'other'. Natural persons are 'individual' per the EFK category. Donor names of natural persons are written 'Firstname Surname'.
  • donor country=CH for domestic donors (foreign donations are prohibited); empty for Swiss citizens abroad (Auslandschweizer/in = Ja).
  • the party accounts data: income_total, membership_fees and other_income (= events + sales of goods/services + mandate levies) are taken from the annual revenue return; the returns do not split donations by natural/legal persons and contain no expenditure.
  • No the public funding data: Switzerland has no direct federal party funding; the only federal money goes to parliamentary groups via a fixed formula (CHF 144,500 + CHF 26,800 per member, Art. 12 PRG) and no per-group annual amounts are published as data.
  • Amounts are values in CHF as filed; the EFK checks returns formally and only a sample substantively.
  • Cantonal and municipal thresholds differ (TI parties > CHF 10,000, committees > 5,000; VD > 5,000; FR legal persons > 1,000 and natural persons > 5,000; SZ 5,000/1,000; BE canton >= 9,000; Bern and St. Gallen cities >= 5,000; Lucerne city > 2,000), so sums are not comparable across cantons. Cantonal sections are recipients of kind party_branch attributed to the national party; the same money can appear at several levels (e.g. a cantonal section passing funds to a committee).
  • Bern canton (BE): the register started with the cantonal elections of 29 March 2026; only campaigns above the spending thresholds disclose, and only donations of CHF 9,000 or more are itemised. Budgeted donations are replaced by final-account donations once published (never summed).
  • Stadt Bern: the forms are filled in by the parties and committees; a few are scans whose text layer cannot be read reliably - their donors are not included (listed in the the source notes notes). Only 'Grossspenden' (CHF 5,000 and more) carry the donor's identity; smaller donations are published as totals and not ingested.
  • Stadt Bern: party filings exclude election donations, which are reported in the lists' election reports, so the two sources do not overlap.
  • Bern city: incomplete donor name skipped in Schlussbericht Wahllisten Stadtrat GLP und JGLP: '.'
  • Bern city: implausible block skipped in Schlussbericht persönliche Wahlkampagne Janosch Weyermann: 'j' None

  • Bern city: 3 rows dropped because the same committee reported the identical donation (donor, amount, date) for two objects voted on the same day
  • Fribourg (FR): documents are deleted from fr.ch one year after publication; older final accounts and annual accounts were recovered from the Wayback Machine only where it had archived them, so coverage of 2021-2024 is incomplete (see the source notes notes for the number of documents found/missing).
  • Fribourg (FR): the register also covers Fribourg campaigns for the federal elections of 22 October 2023; those rows are flagged and removed when the same donation is in the federal EFK register.
  • Fribourg (FR): budgets (pre-vote) are not used; only final accounts (décomptes) and annual accounts, whose donor lists name legal persons above CHF 1,000 and natural persons above CHF 5,000.

  • Schaffhausen (SH): the cantonal transparency rules apply only from the vote of 29 November 2026 (campaigns) and from 2027 (party finances); the register (pofwork.sh.ch) had no published disclosures when downloaded.
  • Stadt St.Gallen: the register starts with the municipal elections of 22 September 2024; most of the ~680 candidate reports declare no donation of CHF 5,000 or more. Only donations of CHF 5,000 and more (plus party membership contributions and office-holder levies of CHF 5,000 and more) are named; smaller donations are published as amounts or totals without names and are not ingested.
  • Stadt St.Gallen: a party's or list's own funds passed to a candidate or to a list (party, parliamentary group) appear as donations of donor kind party; the same money can therefore show up in a party's annual return and in the election report of its list or candidate.

  • Schwyz (SZ): the public register only keeps the current filings online (party financing 2025 and campaigns since September 2025); filings for 2022-2024 (incl. the Council of States election 2023 and the cantonal elections 2024) were removed and could not be recovered, so they are missing.
  • Schwyz (SZ): the filings are free-form documents; named contributions were transcribed per document and are checked against the document text at every run. Several parties list their office-holders' contributions as 'Spenden', others as 'Mandatsbeiträge' - kept as labelled by the party (Kanton Schwyz - Transparenzregister: Parteifinanzierung (annual donations to cantonal/district parties) vs Kanton Schwyz - Transparenzregister: Mandatsbeiträge (levies of office-holders listed by parties)).
  • Schwyz (SZ): contributions from party sections to their own campaigns are intra-party transfers (donor kind party).
  • SZ: party_financings filings without transcribed named donations (none named, only totals, or new): 19, 27

  • Ticino (TI): notifications published online in the Foglio ufficiale since February 2021 are included (party donations for 2020-2025 and committee donations for cantonal votes 2024-2026), plus the party notification for 2019 printed in FU 19/2020. The printed Foglio ufficiale before 2020 is not online (issues of 2015-2019 are not available on www3.ti.ch), so earlier notifications (publication in the FU required since the LEDP of 2018) are missing.
  • Ticino (TI): no notifications of candidates in cantonal elections (art. 90 cpv. 2 LEDP) were found in the online FU; communal-level notifications are only posted on communal notice boards and are not included.
  • Ticino (TI): most party donors are the party's own elected office-holders (Consiglieri di Stato, national MPs) and the party's parliamentary group; donor kind 'individual' is inferred from the personal name, the published notices do not state it. Donor names are kept in the order published (sometimes surname first).
  • Vaud (VD): the canton publishes donors above CHF 5,000 since 2022 for cantonal votes/elections and for communes above 10,000 inhabitants; lists are meant to be deleted one year after publication, so only the lists still online at download time are included. Budgets and campaign accounts published separately are not ingested.
  • Vaud (VD): in the annual party lists the donor is given in one field (usually 'Surname Firstname', sometimes the other way round) and the register does not say whether it is a natural or legal person; donor kind is left 'unknown' unless the name has legal-form words or the address is marked 'Adresse Privée'. In campaign lists with separate first-name/surname columns, persons are written 'Firstname Surname' and typed 'individual'.
  • Vaud (VD): many parties list their own office-holders' levies (members of the Conseil d'Etat, judges, MPs) as donations; they are kept as published in Vaud - Publication des dons: annual lists of donors of political parties (dons dès CHF 5'000).
