Legal framework

Main statute: Act No. 424/1991 Coll. on association in political parties and political movements (zákon č. 424/1991 Sb.), together with the electoral acts (e.g. Act No. 247/1995 Coll. for the Chamber of Deputies) governing transparent campaign accounts and campaign spending limits. Since 2017 oversight rests with the Úřad pro dohled nad hospodařením politických stran a politických hnutí (ÚDHPSH, Office for the Supervision of Political Party Finances, udh.gov.cz). Cap of CZK 3 million per donor per year; written contract required above CZK 1,000; donations only via a dedicated transparent account. The annual financial report (výroční finanční zpráva, due by 1 April) lists every donor with no threshold, giving name, date of birth or company ID (IČO) and amount; campaign finance reports (zprávy o financování kampaně) are filed within 90 days of the vote. Since 1 July 2025 there is also a lobbying register, RELOB (Act No. 168/2025 Coll.).

Caveats

• All data are as declared by the parties in their annual financial reports to ÚDHPSH; the office's later findings/corrections are not applied.
• Donor dates of birth (published by ÚDHPSH for natural persons) and street addresses are deliberately not ingested; only town (and postcode for legal persons) is kept when given.
• Individual donor names are given as 'Firstname Lastname' with academic titles dropped; the same person may appear under slightly different spellings across parties/years.
• donor kind for legal persons is inferred from the legal-form in the name (s.r.o., a.s., z.s., nadace, odborový svaz, obec/město...); the source only distinguishes natural vs legal persons. 'unknown' means no recognisable legal form.
• donor country is set to CZ because the register lists donors admitted under §18 of Act 424/1991; the export carries no country field. In the 2010-2016 archive and the campaign reports a few dozen donors whose printed town is abroad (e.g. Bratislava, New York) get that country instead.
• Rows with a zero amount (16227) were dropped. In-kind donations (bupfo/buppo) carry the declared value and in kind=1; bequests come from the 'dedictvi' section.
• Recipients are the national party/movement as legal entity (IČO); regional branches report within the party's single annual report. Many filers are small local movements: they are listed in the party list with europarty/ep_group 'none'.
• Donations to the election accounts of parties are also listed in the parties' annual reports (coalition accounts in the member parties' reports). Of the 97265 donation rows in the ÚDHPSH campaign reports (ps2017, s201801, s201805, pr2018, s201810, s201904, ep2019, s2020, s202002, k2020, ps2021, s2022, pr2023, ep2024, kr2024, s2024, s202460, ps2025), 78686 match an annual-report row (donor name and amount, same year) or are covered by the donor's annual total for that party and year, and are NOT repeated. The 18579 rows without a counterpart (CZK 311,721,954) are kept under source key Zprávy o financování volební kampaně (campaign finance reports) – donations not found in any annual report: donations to presidential candidates and independent Senate candidates (recipient kind candidate, never in a party report), parties whose annual report for that year is missing from the ÚDHPSH exports (e.g. Trikolora 2021, Hnutí PES and Rozumní 2021) and coalition accounts (recipient kind campaign, no recipient party). A few kept rows may still duplicate an annual-report entry spelled differently.
• Campaign reports ingested from ÚDHPSH JSON exports (checked 2026-09-29 against the office's election pages https://udh.gov.cz/ and the index pages https://zpravy.udh.gov.cz/zpravy/<key>): ps2017, pr2018, ep2019, s2020, ps2021, s2022, pr2023, ep2024, kr2024, s2024, ps2025 and, added in the second pass, the Senate by-elections s201801 (Trutnov), s201805 (Zlín), s201904 (Praha 9), s202002 (Teplice), s202460 (Brno-město), the regular Senate election s201810 and the regional elections k2020.
• Campaign reports filed only as a whole-report PDF (no data export; listed as 'Celá zpráva PDF' on https://zpravy.udh.gov.cz/zpravy/<key>) are NOT ingested: s201810 8 lists (KSČM, SPD, TOP 09, Rozumní...), ep2019 13 (SPD, KAN, Česká Suverenita...), s2020 6, k2020 6, ps2021 5 (ANO 2011, SPD, Senioři sobě...), s2022 5, ep2024 4, kr2024 8, s2024 5, ps2025 2 (SPD, Rebelové); 'not filed' entries are also listed (2-7 per election). For ANO and SPD the same donors are in the annual reports.
• Registered third parties (RTO) and municipal elections: checked, nothing published in structured form. The ÚDHPSH lists RTOs only as links to bank transparent accounts (Fio, KB, ČSOB, Raiffeisenbank, Česká spořitelna pages) and websites (https://udh.gov.cz/rozcestnik-na-oznameni-podana-registrovanymi-tretimi-osobami; PS 2025 list at https://registrace.udh.gov.cz/public/seznam.php?token=54c400d91fe06c85c0bc5194edb72bbe7ff9ee6a); registries of earlier elections (registrace.udhpsh.cz/seznam/...) answer HTTP 404. The office's election pages cover the Chamber, Senate (regular and by-elections), European Parliament, regional and presidential elections only: there are no municipal-election campaign reports (2018, 2022 or 2026). Campaign reports before the office started (1 April 2017) were not found online.
• Some reports were filed only as PDF and are absent from the ÚDHPSH JSON exports: SPD (Svoboda a přímá demokracie) 2018-2024, ANO 2011 2020-2021 and KDU-ČSL 2021. KDU-ČSL 2021 has a clean text layer and its Part V donor list (1,211 rows, total CZK 13,016,874.60 matching the report) and Part II income table were parsed (no donation dates/localities in that PDF). The SPD and ANO PDFs are image scans (SPD 2018 has a poor embedded OCR layer) and are NOT ingested yet, so SPD donations are missing for 2018-2024 and ANO donations for 2020-2021. Their Part V pages are clean printed tables (SPD: date, amount, name, date of birth; ANO: surname, first name, town, date of birth or company ID, 'peněžitý dar', amount) and were test-read with an OCR pipeline (300 dpi render, table-line removal, tesseract ces; OCR text in the downloaded files/ocr/, tools in tools/), with printed totals to validate: SPD Part V 2018 CZK 2,797,018.56; 2019 (to read); 2020 CZK 1,796,817 (+ Part VI in-kind CZK 399,000); 2021 CZK 4,056,030 (+ Part VI CZK 100,000); 2022 CZK 2,934,552.90; 2023 CZK 1,083,599; 2024 CZK 6,270,919.92; ANO 2021 about CZK 13.1m. The Politické finance archive holds its own OCR transcriptions of the same lists (records with source ano_2020_web, ano_2021_web, zakázka_UDHPSH for SPD 2019, spd_2020_web ... spd_2024_web; fetch per party with /api/v1/donation/?party=<id>&year=<y>, ids SPD 6464, ANO 6461) but they carry placeholder dates and OCR name errors and were not ingested.
• Negative amounts (a few dozen rows) are kept as reported by the parties and flagged in description as refunds/corrections.
• Donations from other parties are recognised (donor kind=party) by matching the donor name against the names of all filing parties.
• Large party-to-party transfers (e.g. STAROSTOVÉ A NEZÁVISLÍ to Česká pirátská strana, up to CZK 19.7m in 2024) are coalition cost settlements reported as donations; filter donor kind=party to exclude them.
• Years 1995-2016 (source key Výroční finanční zprávy 1995-2003, 2010-2016 (annual financial reports filed with the Chamber of Deputies) – itemised donations as transcribed by Politické finance, 54953 rows, CZK 2,644,516,951) - archive year(s) 2004, 2005, 2006, 2007, 2008, 2009 left out because their download is not complete yet (re-run the import script to resume): before April 2017 annual reports were filed on paper with the Chamber of Deputies, which only made them available for inspection and never published the donor lists online. They come from the transcription made by the Politické finance project (Centrum aplikované ekonomie, now Datlab Institut), a civic mirror, which covers 33 parties in total and between 3 and 27 per year (the larger parties plus a changing set of small ones); other parties' reports of those years are missing. The mirror records only the year of each donation (no dates), and some natural persons only with their surname. Its figures were not re-checked against the paper reports. The archive holds 1995-2016 (about 27,600 records for 1995-2009); years still to be downloaded are listed above (2004 is 60% cached, 2005-2009 not started): run the import script again to resume. For the 1990s and early 2000s only 3-5 parties are transcribed per year (ODS, ČSSD, KDU-ČSL, US-DEU...), some donor names are written surname first or carry transcription errors, and the totals of 2001 (CZK 402m) and 2003 (CZK 327m) are dominated by in-kind items from 'Cíl, akciová společnost v Praze' to ČSSD (CZK 385.5m and CZK 292.5m, flagged in kind=1) - check before quoting totals.
• Status is partial: annual reports filed only as scanned PDFs (SPD 2018-2024, ANO 2011 2020-2021) are not ingested, campaign reports filed only as PDF are not ingested, and the pre-2017 years cover only the parties transcribed by Politické finance (and only the archive years downloaded so far).
• the party accounts data: donations_individuals/donations_legal_persons are sums of the itemised rows (monetary + in-kind) in the donations data; public_funding = election-cost + activity + political-institute contributions; other_income = rent/sale of property, interest, business participation, events, and bank loans (row 10, which is borrowing, not income in an economic sense). expenditure_total is left empty because the ÚDHPSH expenditure table lists only selected categories without a total.
• Ministry of Finance XLSX tables of state contributions actually paid (mf.gov.cz) were not ingested; the public funding data uses the amounts reported by parties, which may differ in timing.
