- Legal framework
- Erakonnaseadus (Political Parties Act, 1994; chapter 2¹ on financing in force since 2011, last amended June 2026). Parties may receive only membership fees, allocations from the state budget (§12⁷: proportional to seats in the Riigikogu; €30,000/€60,000/€100,000 a year for parties that won 2-3%, 3-4% or 4-5% of the vote without entering parliament), donations from natural persons and income from their own assets; anonymous donations, donations from legal persons and from foreigners (other than resident EU citizens) are prohibited, and cash is capped at €1,200 a year per donor. Every quarter (by the 10th of the following month) each party declares every donation with the donor's name, amount and date, and the ERJK publishes it on its website, replacing the personal identification code with the date of birth: there is no threshold, all donations are published by name. A campaign report is due within one month of polling day (§12⁸) and the annual accounts must be filed with the non-profit (MTÜ) register by 30 June (§12⁹). Oversight lies with the Erakondade Rahastamise Järelevalve Komisjon (ERJK, Political Party Funding Supervision Committee), an independent body attached to the Chancellery of the Riigikogu.

- Caveats

- Estonian law allows only natural persons to donate to parties; donor kind is taken from the identifier ERJK publishes (date of birth = individual, 8-digit registry code = company). Dates of birth are not exported.
- Donations to candidates in campaign reports may partly overlap with quarterly party reports if a party passed the money through; campaign rows are kept under a separate source key (ERJK election campaign reports (valimiskampaania aruanded), revenue) so they can be excluded from party totals.
- Campaign report supplementary reports (Täiendaruanne, filed quarterly for receipts after the main report) are included alongside main reports; 0 supplementary lines repeat a line (same payer, amount and date) of the corresponding main report.
- Zero-amount entries are dropped; negative entries (refunds/returned donations as reported by the party, mostly Eesti Keskerakond) are kept with a description.
- Campaign report payments often lack a payment date; year is always the election year (payment dates may fall in the preceding/following year). Obvious typo dates (e.g. 3013, 2205, 2002 in a 2021 report) are blanked.
- The ERJK open data cover the 18 parties listed by its API (no other party ID returns reports) from the first quarter of 2013 and the election campaigns from the 2013 local elections. Earlier years are not published by ERJK in reusable form: the commission started in May 2011 and its 2011-2012 reports (membership fees and donations) are only summarised in news items, while 2004-2010 donation reports were handled by the Riigikogu anti-corruption select committee; they are not included.
- Membership fees (Liikmemaks, about 116,000 itemised payments by name, EUR 2.2 million since 2013) are published by ERJK in the same reports but are not donations under the Political Parties Act; they are not in the donations data, only in the party accounts data (membership_fees).
- A few quarterly donors are foreign nationals identified without an Estonian date of birth (donor kind=unknown); a handful of rows list a party as donor (inter-party transfers as reported).
- party_finances income_total = sum of all quarterly receipts excluding bank loans (Pangalaen); other_income includes income from party assets. donations_legal_persons is 0 because corporate donations are prohibited. Expenditure starts in 2014.
- The current year is partial (latest published quarter only). Figures are as declared by parties, not audited annual accounts (those are filed with the non-profit register).
- Party names are those currently used by ERJK (e.g. ISAMAA Erakond covers the former Isamaa ja Res Publica Liit).
