Rules and sources
- Disclosure threshold
- Named if > €1,500/yr (natural persons 1,500-3,000 only with consent); legal persons always named; cap €18,000 per donor per year
- Legal framework
- European political parties and foundations: Regulation (EU, Euratom) No 1141/2014 (applied by the APPF Authority since 1 January 2017; amended in 2018 and 2019). Donations are capped at EUR 18,000 per donor per year; the full list of donors must be submitted with the annual accounts (Art. 20), single donations above EUR 12,000 must be reported to the Authority immediately and, in the six months before European elections, on a weekly basis. Donors are published by name (Art. 32), except natural persons giving up to EUR 1,500 per year ('minor donations'); between EUR 1,500 and 3,000 only with the donor's written consent. Anonymous donations, donations from third countries and from public authorities are prohibited. European citizens' initiatives: Regulation (EU) 2019/788, Art. 17: organisers declare in the register all sources of funding above EUR 500 per sponsor, updated at least every two months. Lobbying: Interinstitutional Agreement on the Transparency Register (1 July 2021); registrants declare their annual lobbying costs, clients and EU funding/grants.

- Caveats
-
- APPF publications begin with financial year 2018; no APPF table exists for 2017. Financial years 2008-2017 come from the donor lists annexed to the audit reports that the European Parliament published (source European Parliament - donor lists in the audit reports of European political parties and foundations, financial years 2008-2017 (archived copies)), which are only PARTLY transcribed so far (see the next caveats). The European Parliament published no donor lists for 2004-2007 (its page starts with financial year 2008).
- Financial years 2025 and 2026 are interim: only single donations above EUR 12,000 reported immediately to the Authority; the full donor lists follow with the annual accounts.
- Contributions from member parties/organisations are published as a list of contributors WITHOUT individual amounts, so they are not in the donations data; their yearly total per party is in the party accounts data (membership_fees, 2022-2024).
- Minor donations by natural persons (not named) are included as one aggregated row per recipient/year with donor kind=anonymous.
- Natural persons who gave above the publication threshold but withheld consent appear with their country only, donor_name 'Natural person (name not published)'.
- Donor names include legal-entity registration numbers in the source; these were moved to the description field. donor kind is inferred from name patterns for legal persons (company/foundation/association/party, else 'other').
- Dates of individual donations are not published; only the financial year is known.
- Donations to foundations are attributed to the affiliated European party in recipient party.
- EP funding 2024 'final' amounts marked '**' in the source are only the first part (several are 0 pending the 2024 closing), so 2024 party funding and 2024 foundation grants marked '**' are omitted, as are 2025-2026 (final amounts not yet established; maximum awarded amounts exist in the raw CSV). the party accounts data public_funding is therefore empty for 2024.
- the party list europarty is 'none' for European parties outside the loader vocabulary (ELA, EAF, AEMN, APF, CVF, EUD, ADDE, MELD, AEN, AIDE, Libertas); they are European parties themselves.
- Every 2018-2024 recipient section was reconciled: parsed donation sums equal the published section totals (0 mismatches). Known source inconsistency: the 2024 'All Totals' sheet reports EUR 5,068.51 as Party of the European Left donations from legal persons, while its own sheet gives 4,906.80 from legal persons + 161.71 minor donations.
- A 2024 donation to the Party of the European Left from Partido Socialista Unido de Venezuela is flagged in the source as sanctioned by the Authority (non-EU donor).
- Foundation totals (All Totals sheets) are not in the party accounts data, which is keyed by party.
- Donor lists 2008-2017 (European Parliament - donor lists in the audit reports of European political parties and foundations, financial years 2008-2017 (archived copies)): named donors of donations above EUR 500 per year, copied from scanned PDF annexes (OCR at 100 and 300 dpi, amounts compared across readings, page image checked whenever the readings disagreed). Lists transcribed so far: AEMN 2012-17; ALDE 2009-10, 2012, 2014; APF 2016-17; EDP 2015-16; EFA 2011, 2017; ELF 2012-17; ETN 2016-17; EUD 2008-16; FEUD 2009-10; GEF 2008; ITE 2013-17; ND 2010-17; PfE 2015-17; SALLUX 2012, 2014-17; TE 2016-17. Not yet transcribed (donor lists exist or the OCR is unfinished): EAF and EFF 2011-2016, OEIC 2011-2015, IDDE 2015-2016, ECPM 2011-2017, AECR/ECR 2014-2016, and the 2010-2013 and 2017 reports of ECR, ALDE 2011, 2013, 2015-2017 and the Martens Centre, Coppieters, ECPF 2011 and 2013 reports (re-downloaded or still to re-download after the first copies were cut at 1 MiB), plus every foundation or party report not named here. Party and foundation totals for those years are therefore incomplete; the status of this folder is 'partial'.
- Every transcribed 2008-2017 list with a printed total was reconciled with it (44 lists), 32 lists have no printed total, and 1 list has a printed total that disagrees with its own rows (source inconsistency, rows verified on the page image): p_aemn-2015.pdf p.18: printed 33675.0 vs itemised 34675
- Source inconsistencies and oddities in the 2008-2017 lists: p_aemn-2015.pdf p.18 (2015, don): the printed SUM (33,675.00) is EUR 1,000 lower than the sum of the 17 listed amounts (34,675.00); rows checked on the page image | p_alde-2014.pdf p.18 (2014, don): the printed total of EUR 78,613 also includes EUR 113 of donations under EUR 500 that are not itemised | p_eud-report-2015.pdf p.12 (2015, inkind): the list of contributions in kind is cut off at the bottom of the scanned page: a second name (Finn Ellegaard) has no amount; the income statement shows EUR 8,400 of contributions in kind | p_eud-report-2016.pdf p.11 (2016, don): the six listed amounts add up to EUR 25,086.73, while the income statement reports EUR 36,058 of donations above EUR 500 for 2016: the published list may be incomplete | f_elf-report-2016.pdf p.39 (2016, don): the two listed amounts add up to EUR 13,200 while the income statement gives EUR 13,700 for donations > 500 euros in 2016 | f_nd-report-2011.pdf p.10 (2011, don): country of Manfred Kastner and Jana Ruzicka as stated in the list (Germany); the month is given in the source, not the day | f_nd-report-2017.pdf p.18 (2017, don): the 2017 list mixes donors, sponsors and participation fees without saying which is which. The FENL and FELD files of 2016 and 2017 on the European Parliament page are the same PDF (counted once, under the Patriots for Europe Foundation, formerly FENL). Identical repeated lines are printed as separate lines in the source (row numbers are in source ref).
- Contributions from members with amounts (source European Parliament - contributions from members with amounts, audit reports 2008-2017 (archived copies)) exist only where a 2008-2017 report itemises them (EUD, ECPF/Sallux, ITE, AEMN); they are not donations under the regulation, are kept apart on purpose, and have no equivalent after 2017 because the APPF tables list members without amounts.
- 'British Heritage' in the AEMN and ITE lists is, according to the source, a trading name of the British National Party (donor kind party). Amounts that ND received in pounds in 2016 are shown in euro as converted by the source.
- Political groups in the European Parliament: checked, nothing published. Under the Bureau's Rules on the use of appropriations from budget item 400 (adopted 30 June 2003, as amended; e.g. https://www.europarl.europa.eu/RegData/publications/reg/2015/0002/EP-PE_REG(2015)0002_EN.pdf) political groups may not receive donations or legacies and may not finance activities from other resources; their annual accounts (https://www.europarl.europa.eu/groups/accounts_en.htm) therefore name no donors.
- APPF interim lists (donations above EUR 12,000 and pre-election donations up to EUR 12,000, 2018-2021) survive only as Internet Archive copies of pages that the Authority replaced with the 'Redacted' annual tables. They name natural persons whom the current publication no longer names, so they were deliberately NOT ingested; for legal persons they add only dates and 'sponsorship' labels to donations already in the annual tables.
- Sponsors of European Citizens' Initiatives come from the European Commission's ECI register and are shown alongside the European parties.
