Legal framework
Law no. 88-227 of 11 March 1988 on financial transparency in political life (amended by the Law of 15 September 2017 'pour la confiance dans la vie politique'): only natural persons may donate, up to EUR 7,500 per year to parties and EUR 4,600 per election campaign; donations from legal persons are prohibited. Each year parties submit to the CNCCFP a named list of donors and membership-fee payers (name, tax address, amount), but this list is NOT public: only the parties' aggregated accounts are published (annual notice in the Journal officiel plus open data) together with campaign accounts per candidate (aggregated headings, e.g. total 'dons de personnes physiques'). Oversight: CNCCFP (independent administrative authority); the HATVP manages the register of interest representatives and the asset declarations of elected officials.

Caveats
  • France does not publish donor names: parties send the CNCCFP a named list of donors, but it is confidential (Law 88-227, art. 11-4; decree 2022-316). the donations data therefore contains only AGGREGATED amounts per candidate/list (donor kind 'anonymous', donor_name 'Private individuals (names not published)' for donations from natural persons; donor kind 'party' for party contributions in Comptes de campagne (candidate campaign accounts): legislative 2017, 2022, 2024; European 2019, 2024).
  • Only natural persons may donate (max EUR 7,500/year to parties, EUR 4,600 per election); donations from companies and other legal persons have been banned since 1995, so donations_legal_persons is 0 by law.
  • the donations data rows are per-election aggregates, so date is left empty; year is the election year (the election is named in description). Campaign figures are the amounts DECLARED by candidates; the CNCCFP may retain different amounts after review (the source files also contain 'retenu' columns; for the elections added in 2026-09 the retained amount is quoted in description when it differs).
  • Campaign donations and annual party accounts are different lenses: donations given to a candidate's campaign are not the same money as the 'dons de personnes physiques' in the party accounts, but a party may also pass money on to its candidates (apports), so do not add campaign totals to party totals.
  • recipient party for legislative candidates is filled only when the Ministry nuance designates a single party (RN, LR, LFI, PS, PCF, REC...); alliance nuances (ENS, NUPES, NFP, Union de la gauche, DIV, DVD, ECO...) are left empty and reported in the description. The 2017 file has no nuance column.
  • European list heads are mapped to a party only when the list was led by a single party; joint lists (e.g. PS-Place publique 2019/2024) are left unmapped.
  • Municipal, departmental, regional, senatorial, territorial, by-election, legislative 2012 and European 2014 accounts carry no party label in the CNCCFP files, so recipient party is left empty for them; presidential candidates are mapped to the party that ran them (2007 Bayrou: UDF; 2007 Besancenot: LCR; 2012 Mélenchon: Parti de gauche for the Front de gauche; José Bové 2007 is left unmapped).
  • Presidential accounts: the CNCCFP decisions give the declared and retained 'dons des personnes physiques' of every candidate; the 2012 publication omits Nicolas Sarkozy, whose rejected account was then before the Conseil constitutionnel, so his 2012 campaign donations are missing. Candidates with no donations (e.g. Philippe Poutou) have no row.
  • Municipal accounts cover only communes of 9,000+ inhabitants (smaller communes' lists do not file campaign accounts). recipient_name = list head or candidate(s) followed by the constituency (and département for municipal/departmental elections); departmental candidates are pairs (binômes). Accounts in CFP francs (New Caledonia, French Polynesia, Wallis and Futuna) are in XPF.
  • Party accounts are consolidated accounts of each financing entity; many entries are micro-parties/financing associations of individual politicians. Money flows between parties (contributions, devolutions) are counted in other_income and are therefore double-counted across entities when summed.
  • Since 2023 the State aid for the presidential majority is paid to the joint entity 'Ensemble ! (Majorité présidentielle)' rather than to Renaissance, MoDem or Horizons individually.
  • Party accounts before 2018 used a different chart of accounts: the public_funding column there is the reported 'Financement public' total; the public funding data for 2018+ is split into annual_subsidy (1st+2nd fraction) and other public aid.
  • Party names in party_finances/public_funding are canonicalised for the main national parties; all other filing entities keep their CNCCFP name and are listed in the party list with europarty/ep_group 'none'.
  • Not ingested: the 2027 presidential and 2026 senatorial elections (not yet held or reviewed); the annual public-funding allocation decree (Légifrance is behind a Cloudflare challenge and was not bypassed).
  • Checked 2026-09-29, municipal elections of 15 and 22 March 2026: the CNCCFP received 4,879 campaign accounts (communes of 9,000+ inhabitants, deadline 22 May 2026) and has published nothing on data.gouv.fr yet; its notice of 11 August 2026 (https://cnccfp.fr/municipales-2026-la-cnccfp-poursuit-le-controle-des-comptes-de-campagne/) says decisions will be published from October 2026 (deadline for notifying them: 23 November 2026) and the accounts become communicable to the public from early 2027, after anonymisation of personal data. Add them to CAMPAIGNS_EXTRA when the data.gouv.fr dataset appears (the organisation's dataset list is https://www.data.gouv.fr/api/1/organizations/534fff63a3a7292c64a77d67/datasets/).
  • Checked 2026-09-29, what else names donors: nothing. The list of donors and members that parties file every year through the Fin'pol platform is seen only by CNCCFP members and agents, tax-administration agents and judicial police officers (CNCCFP notice https://cnccfp.fr/donnees-personnelles-donateurs/, decree 2022-316); the parties' published accounts show donations from natural persons as one total, and their annex on borrowings from natural persons masks the lender (e.g. 'EP***'). Campaign accounts (all elections) are published as totals per candidate; the new decisions portal https://decisions.cnccfp.fr/ (opened 2026) holds only 16 decisions on the partial legislative elections of January-February 2026 (Haute-Savoie 3rd and Loiret 1st constituencies) and gives total receipts and the candidate's own contribution, not donations from natural persons, so it was not ingested.
  • Annexes to the parties' annual accounts 2018-2024: contributions between parties and to other organisations, with the counterparty named (added 2026-09-29): the CNCCFP publishes each party's consolidated accounts for 2018-2024 as one file per party (https://liste.cnccfp.fr/publications/comptes_partis_2024.html, JSON listing comptes_partis_<year>.txt). The annexes of the Excel template name the counterparty of contributions between parties (art. 435-15 received, 435-18 granted), to territorial or specialised organisations of the party (435-19) and to other organisations such as European parties, associations and foundations (435-20). They are donations by parties, not by individuals, and the same flow can be listed by both sides: received-side rows are dropped when the paying party lists the same amount in its own annex. Because the workbooks are large (about 1 GB in all) each is downloaded once, its annex sheets are stored as a small JSON in the downloaded files/party_annexes and the workbook is deleted; the extraction was stopped at the pause after the largest parties of every year (see the source's coverage), so the smaller parties' annexes are missing until the ingest is run again without --no-annex-download. Accounts published as PDF (about 150 a year, some scanned, e.g. Les Écologistes and Horizons 2024) were not read. Rows of entities of New Caledonia, French Polynesia and Wallis and Futuna are left out because their annex amounts can be in CFP francs without a unit being stated (for example Générations.NC reports 3,986,516 for what Renaissance lists as EUR 33,407). Recipients masked as '***' are skipped. Sheet totals printed in the annexes were compared with the parsed rows; differences are listed in RESUME.md.
  • Annexes 435-5, 436-7 and 436-8 of the same accounts list loans granted by parties to candidates and other parties and loans taken (lenders that are legal entities are named, individuals are masked). Loans are not donations and were not turned into rows.
  • the party accounts data now also covers financial years 2008 and 2009 (data.gouv.fr files Comptes_partis_exercice_2008.xlsx and comptes-partis-exercice-2009.xlsx, same layout as 2010-2017). The CNCCFP labels every entity's amounts as EUR, but some New Caledonian and Polynesian entities keep certain years in CFP francs; party-years with income above EUR 1m and more than 40 times the median of the same entity's other years are relabelled XPF (see the ingest output for the list). fx_extra.csv gives the fixed parity of the CFP franc (EUR 0.00838 per XPF) because the ECB table has no XPF.
  • Not ingested although published: Journal officiel copies of the presidential 2022 campaign accounts (JO 19 July 2022, NOR CCCJ2219245X: per-candidate receipts, party payments and party loans, no donor names; Légifrance is behind Cloudflare, only a copy on a law firm's blog was readable) and the general publications of the party accounts for 2003-2017 (JO documents administratifs, 1-46 MB PDFs, party accounts with narrative notes; copies on data.gouv.fr for 2012-2017 and on the Wayback Machine for 2003-2011). Older campaign-account publications on the Wayback Machine (legislative 2007, municipal and cantonal 2008, European 2009: web.archive.org copies of cnccfp.fr/docs/campagne/cnccfp_*_dae_*.pdf) were located but not yet parsed.
