Caveats
  • Source is the SAO's online donations database (monitoring.sao.ge), read through the JSON feed of its own table one recipient at a time; row counts match the portal total (27797).
  • Names of donors and recipients are published in Georgian script and kept as published; the party list adds Latin transliterations and English names. Donor personal ID numbers (published by the SAO) and company identification codes are not exported, so different people with the same name cannot be told apart.
  • Membership fees (type #14) are listed by the SAO next to donations; they are kept under their own source key (SAO political finance monitoring - membership fees listed in the donations database (type #14)) with description 'membership fee'.
  • In-kind donations (#11, #17) are valued as reported by the recipient. Donations by legal persons appear both as types #16/#17 and, in earlier years, under #10/#11 with a legal form; donor kind follows the SAO legal-form field.
  • In total 2014 rows (not a year) go to independent candidates (recipient kind=candidate), voters' initiative groups (election funds of independent candidates) and local 'future funds' of persons with declared electoral goals (recipient kind=campaign), which have no recipient party, or to two non-party monitored subjects (recipient kind=other): the 2012 public movement 'Georgian Dream' (linked to the Georgian Dream party via recipient party) and the 'Republican Institute'.
  • For 20 rows the portal's export column (amount_exportable) differs from the displayed amount; the displayed amount is used and the export figure is noted in description.
  • A handful of rows carry dates before 2011 (2001-2010) that are almost certainly data-entry errors by the reporting party; they are kept as published and flagged in description.
  • Party names are those the SAO currently uses for each registered party, applied to its whole history (e.g. the 'Coalition for Change' entry has rows from 2016, and 'Strong Georgia – Lelo...' is the Lelo for Georgia party, with rows from 2020); spelling variants of the same party are merged via the party list aliases (e.g. 'სოციალ-დემოკრატები საქართველოს განვითარებისათვის/-თვის'). Precursor movements (e.g. the 2019-2020 'Lelo' public movement) are separate entries.
  • Not ingested: annual financial declarations of parties and election-campaign financial reports (PDF scans on monitoring.sao.ge/ka/declarations and /ka/elections) - their donation lists are the basis of the same database; party income totals and state funding were therefore not extracted (no the party accounts data / the public funding data).
  • Status 'complete' refers to what the SAO publishes in reusable form: every row of its donations database is included. The database starts in 2011 (the SAO took over political-finance monitoring in 2011-2012); older donations are not published online.
  • Figures are as declared to the SAO; the current year is incomplete.
