Natural persons and (until 17 May 2017) legal persons who funded the party with more than €5,000 in the year; a few parties also list smaller amounts

Legal framework

Law 3023/2002 on the funding of political parties and candidates, reformed by Law 4304/2014 and now supervised by the Audit Committee (Επιτροπή Ελέγχου) established under Article 25 of Law 5026/2023, a body of the Hellenic Parliament. Private donations to parties are capped at EUR 20,000 per person per year (EUR 5,000 to candidates) and must be made through a bank, with the donor identified above EUR 500. Donor names are known to the Committee, but there is no public register naming donors: what is published are the parties' annual accounts and the outcomes of the audits. Ordinary and electoral public funding is allocated by decisions of the Ministry of the Interior published on Diavgeia (Διαύγεια). Law 4829/2021 created the Transparency Register (Μητρώο Διαφάνειας, a lobby register) at the National Transparency Authority, without financial data.

Caveats

• Greece has no donations register. The Hellenic Parliament's Audit Committee publishes, party by party and year by year, PDF lists (mostly scans) of the natural and legal persons who funded a party with more than EUR 5,000 in the year (Law 3023/2002 art. 21 par. 2, now P.D. 15/2022 art. 19); a few parties also list smaller amounts, flagged in the row description. Each row is one donor's annual total as printed, not a single payment, and has no date.
• Legal persons appear only for 2016 and for 1 January - 17 May 2017 (the New Democracy list for 2017 is headed by that period); the lists filed from 2018 on contain natural persons only.
• Most natural persons in the lists are the party's own MPs and MEPs paying their compulsory contribution to the party, not independent donors. The KKE, Ένωση Κεντρώων (2016) and ΜέΡΑ25 (2019) lists say so and are flagged in the description; the SYRIZA lists (142-146 names a year) and the New Democracy lists are of the same kind but the documents do not state it.
• Names are as printed: surname first, in capitals (so without accents) in many lists. Fathers' names, spouses' names and tax numbers that some lists print were not transcribed. Two different New Democracy MPs named Κωνσταντίνος Καραμανλής are listed with the same amount in some years.
• Coalition and predecessor filers (Δημοκρατική Συμπαράταξη, Ελιά - Δημοκρατική Παράταξη, Κίνημα Αλλαγής, Πανελλήνιο Σοσιαλιστικό Κίνημα) are all attributed to PASOK - Movement for Change, as in the public funding data.
• Rows left out because the amount could not be read with confidence: doc 4706 row 6 ΖΑΡΟΥΛΙΑ ΕΛΕΝΗ (read as 23.071,50). For Golden Dawn 2018 (doc 4706, a handwritten re-filing) the handwritten total 352.280,00 does not reconcile with the rows as read (352.260,50).
• Rows sum to the printed total in 14 lists that print one; the others have no printed total.

• Not ingested: the 2017 payment of EUR 7,137.39 by ΕΙΝΚΑΜ to Δράση, which the party's cover letter describes as the contractual sharing of office costs, not a donation.
• Some documents in the Committee's funder-list slots are the party's financial statements, not funder lists, and are not ingested as donations: Ελληνική Λύση - Κυριάκος Βελόπουλος 2021 (doc 4555), Κουμμουνιστικό Κόμμα Ελλάδος 2021 (doc 4557), ΜΕΡΑ25 2021 (doc 4558).

• Party annual balance sheets are published by the parties in newspapers/websites and received by the Hellenic Parliament's audit service; hellenicparliament.gr returns HTTP 403 to automated clients (Akamai) and no consolidated dataset exists, so the party accounts data was not available.
• Public funding (the public funding data) is extracted from signed PDF allocation decisions with pdfplumber. Only the first (coalition-level) allocation table of each regular-funding decision is used; coalition amounts (e.g. Κίνημα Αλλαγής, Δημοκρατική Συμπαράταξη, Ελιά) are attributed to their leading party PASOK, and ΑΝΕΛ-led coalitions to ΑΝΕΛ. Sub-splits among coalition members are not reproduced.
• Electoral-funding decisions that also contain a payment table (amounts re-listed after coalition splits and the Golden Dawn suspension) contribute only their allocation table, to avoid double counting.
• Amounts are allocations decided by the ministry; the share allocated to Golden Dawn (Λαϊκός Σύνδεσμος – Χρυσή Αυγή) has been suspended/withheld since 2013 and is included as allocated, not as paid.
• 1 older decisions (mostly 2010-2014) redirect to static.old.diavgeia.gov.gr, which was unreachable; those years are missing or incomplete.
• Diavgeia search is limited to 6-month windows and subject keywords; a few allocation decisions with unusual subjects may be missed.
