Legal framework

Zakon o financiranju političkih aktivnosti, izborne promidžbe i referenduma (Act on the Financing of Political Activities, Election Campaigns and Referendums, NN 29/19, 98/19). Annual donations are capped at HRK 30,000 (about EUR 3,980) from a natural person and HRK 200,000 (about EUR 26,545) from a legal person per party (HRK 100,000 to a member of parliament, HRK 30,000 to a local councillor), with the same caps during campaigns (Articles 19 and 29). All donations, with no threshold, are published with the donor's name (without the address for natural persons) in the half-yearly donation reports, the annual accounts and the campaign and referendum reports that the Državno izborno povjerenstvo (DIP, State Electoral Commission) publishes on its website (Article 21); the DIP and the Državni ured za reviziju (State Audit Office) supervise. Public funding comes from the state and local budgets. The Zakon o lobiranju (Lobbying Act, NN 36/24) established the lobbyist register at the Povjerenstvo za odlučivanje o sukobu interesa (Commission for the Resolution of Conflicts of Interest), with no obligation to declare fees.

Caveats

• INCOMPLETE DOWNLOAD - the following campaign data were not (fully) retrieved when this file was generated and are missing or partial: local elections 2021 (1045 of 1232 filer lists still not downloaded, 2 filer files not available); supplementary local elections 2021 (not downloaded); local elections 2025 (1 of 1231 filer lists still not downloaded, 0 filer files not available); supplementary local elections 2025 (13 of 77 filer lists still not downloaded, 0 filer files not available); independent local councillors 2019 (not downloaded). Re-run python3 the import script (online) to complete; see RESUME.md.
• Amounts are not converted. HRK: regular reports up to 2022 and the 2019-2021 elections and referendum initiatives; EUR: regular reports from 2023 (euro adoption), the 2024-2025 elections and every form compiled after 1 January 2023 (the DIP forms then carry amounts converted to EUR, e.g. the Pokupsko referendum committee's 2023 report of a 2021 initiative).
• The latest year (2026) contains only half-yearly regular donation reports; it is incomplete.
• The DIP forms do not classify donors as natural or legal persons; donor kind is inferred from legal-form words in the name (d.o.o., d.d., obrt, OPG, udruga, sindikat...). Names without such markers (mostly private individuals) are 'unknown'.
• Donor OIB (personal/company tax id), street addresses and the filers' own OIB and address are published by the DIP but deliberately not copied; donor_locality is the town only (regular forms write 'TOWN, STREET', campaign and referendum forms 'STREET, TOWN'). Natural persons' addresses are left blank by the DIP on campaign forms.
• Public funding (account 3311) combines state and local-government budget allocations as reported by each party; parliamentary-group and campaign reimbursements are not separately itemised.
• Party list covers every party that filed with the DIP (many small/local lists); curated English names and European affiliations only for the main parties.
• Where an entity filed several submissions for a year, the most recent one is used (assumed to be the correction).
• Election-campaign donations (Izvješća o primljenim donacijama za financiranje izborne promidžbe - elections of the Hrvatski sabor (parliament), _presidential, _european, _local) come from the itemised IZ-D-IP forms (IZ-DP for the 2019 European election) filed by every campaign participant: parliamentary 2020 and 2024, presidential 2019/20 and 2024/25, European Parliament 2019 and 2024, local 2021 and 2025 (town/municipal councils, county assemblies, mayors/municipal heads, county prefects and their minority or Croat-community deputies), the 2021 and 2025 supplementary elections of national-minority council members and 36 early elections of single towns/municipalities/counties (2019-2026, DIP pages linking the same JSON forms).
• One form per filer and election: the latest version of the final report ('30 dana', covering the whole campaign) is used; 237 earlier versions of final reports were replaced by their latest correction (checked: corrections repeat the whole list, e.g. Most's 2024 parliamentary report grew from 68 to 873 donations after the DIP supervision). Preliminary reports ('7 dana' before the vote) are used only for the 21 filers whose final report is not published (flagged in description); no filer has both a preliminary and a final report counted.
• Campaign rows: year = election year (the first round: 2019 for the Dec 2019/Jan 2020 presidential election, 2024 for Dec 2024/Jan 2025; the year in the DIP folder for early elections), date = donation date as reported. Some forms list donations dated before the reporting period (flagged 'dated before the reporting period'; e.g. Most's corrected 2024 parliamentary form includes ~800 donations from Oct-Dec 2023); dates with the year typed as '00YY' are read as 20YY when that falls inside the reporting period (flagged).
• Campaign recipient_name = the list or candidate as named on the form plus the election (for local elections also the office and town/county, in English), so that each campaign account is a separate recipient. recipient kind: 'campaign' for party, coalition and independent lists and voter-group lists, 'candidate' for presidential, mayoral, county-prefect and deputy candidates and for single minority-seat candidates of voter groups.
• Campaign recipient party is filled only when the holder of the special campaign account (the filer, matched by its OIB to the parties of the DIP regular-financing archive) is a party; for coalition lists this is the party that opened the account and filed the form for the whole coalition (the DIP's 'vlasnik računa'), not every party on the list. Candidates and 521 lists held by a person or by an organisation that is not a party in the archive (independent lists, voter groups) have no recipient party.
• Campaign and regular donations are reported on separate forms and bank accounts, so the campaign sources normally do not repeat Izvješća o primljenim donacijama za financiranje redovne političke aktivnosti (IZ-D-RPA) - political parties (the same donor may legitimately give to both). A check on (party, donor, date, amount) found 27 campaign rows repeating a regular-report row of the same party; these campaign copies are dropped (the regular row is kept).
• Totals: every campaign and referendum form was checked against the total printed on the form (4786 forms, 0 mismatches). The 2024 parliamentary totals also match the DIP supervision report (Izvješće o provedenom nadzoru, 27 June 2024) for every participant except Most, whose form was corrected after the report.
• Referendum initiatives (Izvješća o primljenim donacijama za financiranje referendumskih aktivnosti (IZ-D-RA) - organising committees of referendum initiatives): 9 organising committees are listed on the DIP referendum-financing page; 8 have a published donation form (the final report is used; the 15-day report only when no final report exists: 1). No donation form is published for: Organizacijski odbor za održavanje referenduma protiv projekta izgradnje zajedničkog postrojenja za preradu biootpada Zagreba i Novske na području Grada Novske. year = year in which the reporting period starts.
• Independent local councillors (Donation reports of independent members of county assemblies and town/municipal councils (nezavisni vijećnici), regular non-campaign financing) exist in the DIP archive only for 2019 (0 filers); most report no donations. The town or county is added to recipient_name.
• Not ingested: elections of national-minority councils and representatives (the DIP publishes no donation forms for them), the pre-election supervision reports (nadzor, totals only) and the expenditure/media forms (IZ-T-IP, IZ-MO-IP, FIN-IZVJ-IP).
