Legal framework
Principal legislation: the Electoral Act 1997 as amended (Electoral (Amendment) (Political Funding) Act 2012; Electoral Reform Act 2022); lobbying is governed by the Regulation of Lobbying Act 2015. Thresholds for named disclosure: donations above EUR 1,500 per year to a party and above EUR 600 to an individual elected representative or candidate; caps of EUR 2,500 per year per party and EUR 1,000 per individual; cash donations limited to EUR 200; corporate donors giving more than EUR 200 must be entered in the Register of Corporate Donors; foreign donations are prohibited. Parties file their donation statements by 31 March, elected representatives by 31 January, and annual accounts by 30 June; the Standards in Public Office Commission (SIPO) publishes annual reports (mostly PDF) and lays them before the Oireachtas. An Coimisiún Toghcháin (the Electoral Commission, 2023) has no remit over political funding, which remains with SIPO.

Caveats
  • Irish disclosure only covers donations above the threshold (parties: EUR 1,500 since 2013, EUR 5,078.95 before; TDs, Senators and MEPs: EUR 600 since 2013, EUR 634.87 before; in 1997-2001 IR£4,000 and IR£500). SIPO notes this is not an accounting of all donations received, and party branches (accounting units) file no donation statements at all.
  • Years covered for party donations: 1997, 2002-2025. The 1998-2001 party reports were never archived by the Wayback Machine (only the 2000 summary of totals survives) and are no longer on sipo.ie, so they are missing. The pre-2017 reports come from archived copies of sipo.gov.ie / sipo.ie pages (web.archive.org); source_url points to the archived page.
  • 1997 amounts are in Irish pounds (IEP) or US dollars (USD) as printed; fx_extra.csv gives the Eurostat ECU/euro rates for 1997-2001.
  • 2023-2025 party donations (source SIPO – Political party donation statements 2023, 2024 and 2025 (scanned forms, transcribed)) were transcribed from SIPO's scanned statement forms: tesseract OCR, then every row checked against the page image; rows that could not be read with confidence were not guessed. For 2024 each party's total equals SIPO's Annual Report 2025 (Table 3); SIPO has published no totals for 2023 and 2025 yet, so those years are checked only by eye. The forms' dates of receipt are kept where written.
  • Party donation rows of 1997-2016 carry the donor's town or county only (street addresses printed by SIPO are dropped); rows of 2017-2022 carry no locality because the reports print none.
  • Donations to TDs, Senators and MEPs (source SIPO – Donations disclosed by TDs, Senators and MEPs (annual reports 1997-2022), recipient kind 'candidate'): itemised for 1997, 2002-2010 and 2012-2019; the 1998 and 1999 reports survive only partly in the archive (1998: Fianna Fáil TDs table; 1999: Fianna Fáil Senators table); 2000-2001 are missing. For 2011 and 2020-2022 SIPO's reports give only each member's total, which is recorded as one row per member with donor 'Donors not named in the SIPO report' (donor kind anonymous). The members' own statements (scans with private addresses) were not transcribed, and the 2023-2025 members' reports were not published in text form.
  • Many donations to TDs and Senators come from their own party or constituency organisation, and many party donations come from the party's own TDs, Senators and MEPs: money can therefore appear twice across the two groups of sources (member -> party and party -> member). Do not add party and member totals without checking.
  • Amounts returned to donors are recorded as separate negative rows when SIPO prints them (e.g. '4,560 (2,060)', '€3,000* (€500 returned)', '(Donation returned)'), so sums equal the net amounts SIPO reports; 2002 Fianna Fáil rows with a note such as '€1,300 refunded to ...' are kept at the printed value with the note in description because SIPO's own totals include them unchanged.
  • Validation: every archived party table was checked against the report's Table 1 totals, member subtotals and table totals against the printed totals, 2007 members against the report total of EUR 855,995.05, 2011 against EUR 378,920.31 and 2020-2022 against the printed appendix totals. Remaining differences are in the source: the 62 Fine Gael rows printed in the 2013 party report add up to EUR 112,619 while the report prints EUR 112,625; 2006 members' report: the items listed for Sean Power TD add up to EUR 26,317 while his printed subtotal is EUR 25,607; 2010 members' report: the items listed for Simon Coveney TD add up to EUR 19,900 while his printed subtotal (and the report total of EUR 99,842.97) use EUR 19,650. In the 2004 members' report the party totals also include members whose donations are listed in another table ('See Table 1').
  • Party names follow the reports (e.g. 'Anti - Austerity Alliance', 'Stop the Water Tax - Socialist Party', 'People Before Profit Alliance'); recipient party maps the Anti-Austerity Alliance, Solidarity and the People Before Profit Alliance to today's People Before Profit–Solidarity, and 'Stop the Water Tax - Socialist Party' to the Socialist Party. Tables printed without a party heading (2008, 2011, 2014, 2015) were attributed by matching their total to the report's summary table.
  • Donor names are kept as printed (inconsistent 'Surname Firstname' / 'Firstname Surname' order across years; honorifics such as TD, MEP kept when printed). donor kind is taken from SIPO's donor description where given, otherwise inferred from legal-form words, else 'unknown'.
  • SIPO table totals contain occasional errors (e.g. 2022 Workers Party table total printed as 2,500 while its two rows sum to 5,000, consistent with the chapter summary); rows are kept as printed.
  • Section 24(1A) statements of individual donors who gave to several recipients (published in the members' reports from 2002) and candidates' election donation statements (election reports give only per-candidate totals; the itemised statements are scans with private addresses) were not ingested; they overlap with the rows above.
  • Public funding: the 2021 Exchequer funding table and the 2020/2021/2023/2024 Parliamentary Activities Allowance summary tables are embedded images (or split into party-leader statement scans) and were not ingested; the 2015 Exchequer report is a scanned PDF. The 2018 Exchequer figures are rounded to the nearest EUR 1,000 in the source.
  • the party accounts data not available: SIPO's 'Political Parties' Statements of Accounts' reports contain only compliance status, and each party's audited accounts are heterogeneous (often scanned) PDFs.
  • Election expenses statements and the Register of Corporate Donors (no amounts) were not ingested.
  • SIPO's web server rejects plain non-browser User-Agent strings (HTTP 403); the import script uses 'Mozilla/5.0 (compatible; WhoFunds-research/1.0; +transparency project)'. Archived pages are fetched once from web.archive.org (at most one request every 3 seconds) and cached in the downloaded files/wayback/.
