- Every contribution above €500 per year, published by name (art. 5 DL 149/2013 as amended by L. 3/2019)
- Legal framework
- Framework: Law 2/1997 and Law 96/2012 (party accounts and the Guarantee Commission), Decree-Law 149/2013 converted into Law 13/2014 (abolition of direct public funding, the 'two per thousand' income-tax allocation, national register of parties) and Law 3/2019 (the 'spazzacorrotti' anti-corruption law). Every cash or in-kind contribution exceeding EUR 500 per year per donor in aggregate must be recorded in a register, published on the party's website within the following month and reported to the Presidency of the Chamber of Deputies, which publishes the single national list (Art. 5 of Decree-Law 149/2013); cap of EUR 100,000 per donor per year; the obligation extends to affiliated foundations, associations and committees and to lists in municipalities with more than 15,000 inhabitants. Annual accounts must be submitted by 15 June to the Commissione di garanzia degli statuti e per la trasparenza e il controllo dei rendiconti (Guarantee Commission on party statutes and accounts, five judges), which adopts a report published on the Chamber and Senate websites. Election spending by parties and candidates (Law 515/1993) is audited by the regional electoral guarantee boards at the Courts of Appeal and by the Corte dei conti's election-spending audit board (Collegio di controllo sulle spese elettorali), which publishes reports and decisions as PDFs. The two-per-thousand income-tax allocation is managed by the Ministry of Economy and Finance (MEF, Department of Finance), which publishes the choices and amounts per party. Agcom publishes no funding data: it deals only with equal airtime (par condicio) and media pluralism monitoring.

- The Chamber publishes PDF lists; rows were extracted automatically and names are not unified at source.
- Transfers between party structures and the 2‰ payments from the Treasury appear in the register and are flagged by donor type.
- Backbone: the Chamber of Deputies publishes the lists of contributions above €500 per donor and year that parties, foundations, associations and committees transmit under art. 5 DL 149/2013 as amended by L. 3/2019. Everything is read from those PDF lists (register export from the finanziamentipartiti.it server, plus the extra sources below); names are printed as transmitted.
- Multi-line donors: the register export (Contributions to political parties and committees (Art. 5 DL 149/2013)) omits rows whose donor name spans several lines in the PDF. 1,664 such rows (EUR 13,702,640) were recovered by reading the same PDFs directly (Chamber of Deputies lists 2021 onwards: rows missing from the register export) for the closed years 2021-2025; the comparison with the export is redone at every run. The 2026 list is not compared row by row, so its multi-line rows are still missing.
- 2019-2020 lists removed from the Chamber site: the lists for contributions transmitted 31 Jan 2019 - 31 Dec 2020 are no longer online. Two archived versions from the Wayback Machine are ingested (Chamber of Deputies lists of contributions transmitted 31 Jan 2019 - 31 Dec 2020 (archived copies): 40,921 rows, EUR 60,916,001: the list up to 31 Jul 2020, version of 7 Sep 2023, and the list 1 Aug 2020 - 31 Dec 2021 for rows transmitted before 2021). Rows that only existed in other, unarchived versions are missing.
- Pre-2019: there is no Chamber list before 31 Jan 2019. Until L. 3/2019 only donors above €5,000 who consented were published (list 20171009_ART_5_dl_149_con_consenso_XX.pdf on parlamento17/18.camera.it: no archived copy exists). Donors of 2013-2018 appear only where a party's published accounts name them (see the pre-2019 sources) and, for 2018-2020, in the joint declarations of Transparency International Italia (Joint declarations on contributions to parties and MPs 2018-2020 (Soldi e Politica): 1,407 rows, EUR 26,456,303).
- Current-year list: the 2026 list in the register export is version 58; the live Chamber list was at v.65 when last checked (28 Sep 2026). Contributions added in later versions are not in the dataset.
- Repeated lines: the Chamber prints some contributions several times with identical content (same donor, recipient, date, amount and transmission date), e.g. separate payments made on the same day (the Movimento 5 Stelle list of its own site confirms this). 3,119 such repeated lines in the register export (EUR 3,768,764) and those of the archived and recovered lists are kept and flagged in the description ('identical line printed N times in the list'). The same donation transmitted twice on different dates is also printed twice by the Chamber and is kept as published.
- Joint declarations (L. 659/1981 art. 4, contributions above €5,000 to a party or MP) are released by the Chamber's Treasury Service only on request; those for 2018-2020 come from Transparency International Italia's Soldi e Politica (CC BY 4.0), minus the contributions already in a Chamber list. Rows of the same CSV taken from party websites (source_name party_website, 2019-2022) are not ingested yet; those taken from the Parliament lists (parliament_party_declaration) transcribe the Chamber lists already read directly.
- Overlaps between sources are removed row by row (same recipient, donor, year or date, amount); a contribution listed both by a party and by the Chamber is kept once, under the Chamber's source key.
- Checked, nothing more published: the Parliament portal parlamento.it/1177 (art. 5 DL 149/2013) only links to the Chamber lists; no separate Senate list of contributions could be found (senato.it does not answer scripted requests and no block was bypassed). National campaign statements of MPs (Modello B, 2022) are scanned with private donors blacked out.
- Known but not yet ingested (see RESUME.md): the party_website rows of Soldi e Politica for 2019-2022, party-site lists of Italia Viva (monthly pages), Forza Italia 2023-2026, Noi Moderati (annexes to the accounts), Radicali Italiani (xls), PD Cremona, Fondazione Costruiamo il Futuro and Certi Diritti, and the 2026 Chamber list beyond version 58.
- Party-site sources (Partito Democratico Lombardia: register of contributions above €500 (L. 3/2019), 2019-2026, Partito Democratico Milano Metropolitana: register of contributions above €500 (L. 3/2019), 2019-2024, Federazione PD dell'Empolese Valdelsa: contributions above €500 (L. 3/2019), 2021-2025) are lists that branches of the Partito Democratico publish on their own sites under art. 1 c. 11 L. 3/2019 and that the Chamber lists only partly contain. Only rows that are not already in the dataset are kept (same party, donor and amount on the same date, or in the same year for lists without dates, are dropped); most donors are elected members paying mandate levies, plus some private donors and companies. Annual-total rows (Empolese Valdelsa; the Milan city-council group of PD Milano Metropolitana) carry a year and no date.
- Before the Chamber of Deputies register (contributions transmitted from 2019, source Contributions to political parties and committees (Art. 5 DL 149/2013) and its extensions), the only named donors are in the annexes of the annual accounts that each party published on its own website: donors above EUR 5,000 a year who signed a joint declaration with the party (L. 659/1981 art. 4) and, from the 2013 accounts, consented to publication (L. 13/2014 art. 5 c. 3). Smaller donors and donors who refused consent are not named.
- Rows carry the fiscal year of the accounts in `year` and no date: the annexes give one annual amount per donor (a donor can appear twice in a year when the party printed two declarations). Every source_url is the Wayback Machine capture that was downloaded and compared byte for byte with the file kept in the downloaded files/pre2019.
- Names, towns and amounts are only what the annexes print. Birth dates and places, tax codes and street addresses printed next to names were not taken. Names are kept as published (surname first); obvious typing errors of the source are kept, OCR errors were corrected.
- Partito Democratico 2013-2017: national lists of contributions received by the party (largely elected members' monthly contributions and party officials; companies and associations in a second table). The 70 local structures that received contributions directly are itemised only in the 2014 accounts (465 rows, EUR 5.44 million, each structure equal to its printed total); in 2015-2017 they are printed as one total per structure (about 60 structures, roughly EUR 4.6, 4.8 and 5.3 million) without donors, so they are not in the data. In the 2015 accounts 24 contributions (EUR 378,130) print the donor as XXXX and are aggregated into two anonymous rows. The 2018 accounts were never archived. Two 2014 branch lines have no amount (one donor without figure, one service in kind) and were skipped.
- Forza Italia 2013-2018: the party adds contributions and reimbursements of expenses paid by parliamentarians for services (income item A.5) before applying the EUR 5,000 threshold, so the tables list both. They are separate rows: the rows whose description starts with 'reimbursement' are not donations in the party's accounts (about EUR 1.9 million over the six years). Donors who refused consent are printed as asterisks from 2017 (aggregated per year into anonymous rows) and in 2016 only as a total in the text (EUR 200,000, one anonymous row). The scans have an OCR text layer with errors: every amount column of every table was checked against the printed totals, names were compared with a second OCR and doubtful ones with the page images. Donors' municipality of residence is printed and kept. Contributions in kind (services) have in kind = 1. 2013 includes EUR 15,000,000 from Silvio Berlusconi.
- Fratelli d'Italia 2013-2018: the tables are scans without a text layer, read on the page images. 2013-2017 equal the printed totals. For 2014 the revised version of the accounts is used (11 rows); the original version also listed three companies (Mario di Cola Srl EUR 6,500, DAB Sistemi Integrati Srl EUR 9,800, ICOM Srl EUR 5,500) that already appear in the 2013 list. The 2018 table (117 rows, EUR 1,600,410, read on the page images) prints names cut at about 20 characters (17 visibly truncated names are flagged in the description) and has no printed total for the list; the accounts state EUR 1,783,360 of donations received in 2018 in all, so the list is a part of them.
- Lega Nord: only the 2013 (Allegato A) and 2014 lists are ingested and both equal their printed totals. The lists of 2015-2018 exist in the published accounts (Allegato A 2015 has no printed total for individuals; Dichiarazioni congiunte 2016-2018 with declaration numbers and protocol dates) and are pending; the territorial structures of the Lega (Lega Lombarda, Liga Veneta, ...) published their own accounts for 2015-2016 that were not read.
- Not usable: Nuovo Centrodestra 2014 (totals only), the later copy of the Lega Nord 2013 accounts (annex removed). Not yet checked: Alternativa Popolare, Scelta Civica, SVP, Centro Democratico, PATT, Union Valdotaine, IdV, Rifondazione, Verdi, PSI, M5S/Rousseau, SEL/SI, UDC, Articolo 1, Possibile, Radicali, +Europa and the smaller lists (the Wayback Machine was offline when they were reached).
- Some exact duplicate rows are printed twice on purpose by the parties (for example the same donor and amount twice in one branch list) and are kept.
- Piemonte 2024: 42 named contributions (EUR 143,222.10) from 62 published statements. Not ingested: 122 contribution lines (EUR 230,060.04) whose donor is a natural person or an unnamed group ('n. 1 persona fisica'), and 29 lines (EUR 280,742.26) that are the candidate's own money or own committee. The statements do not name the candidate's party or list, so recipient party is empty (except for the candidate whose party paid the invoices directly).
- Roma Capitale (2021 election): 47 Assemblea Capitolina members' Modulo 2 files were checked. Most are a one-page attestation (only party material used) or a statement without third-party contributions; Righetti's and Leoncini's statements give totals only. Four statements with named third-party contributions (Raggi, Fermariello, Marinone, Corbucci) are handwritten and were not ingested because the names could not be read with confidence. The 15 Municipi (borough councils) were not read.
- Roma Capitale: recipient party is the list the councillor wrote on the form (empty when the form does not say or names two parties); in the Stampete, Rocca and Erbaggi statements natural persons who gave any amount are named, in other statements they are 'persona fisica' and are skipped.
- Campaign-expense statements of Roma Capitale council members, municipal election of 3-4 October 2021: 151 named rows (EUR 171,961.00) transcribed from 12 statements; 20 lines (EUR 52,076.18) not ingested because the donor is not named or its handwritten name could not be read with confidence; totals reconciled with the printed statement total for 6 of 6 statements.
