Legal framework

Party funding is governed by the Politinių organizacijų įstatymas (Law on Political Organisations, formerly the Law on Political Parties, renamed in 2022) and campaign funding by the Rinkimų kodeksas (Electoral Code, 2022), which absorbed the former law on the funding of political campaigns. Campaigns are funded by donations from natural persons to registered campaign participants, subject to per-donor limits; parties are funded by membership fees, half-yearly state subsidies proportional to votes won above a minimum threshold, and donations from their members. Parties file certified annual accounts. Oversight lies with the Vyriausioji rinkimų komisija (VRK, Central Electoral Commission), which publishes donor lists, campaign accounts, party accounts and subsidy allocations on its website and in the VRKIS system. In the open datasets, legal-person donors are named while natural persons are pseudonymised (encrypted personal code, gender, age band). Lobbying is regulated by the Lobistinės veiklos įstatymas (Law on Lobbying Activities), with a register and declarations held by the VTEK. Note: vrk.lt, atviriduomenys.vrk.lt and skaidris.vtek.lt sit behind a Cloudflare anti-bot check and their pages could not be read in this session, so the detailed rules (thresholds, amounts) have not been verified against the legal text.

Caveats

• Named party donations exist here only for 2006-2011 (5526 rows, LTL 53,651,154), taken from copies of the old vrk.lt in the Wayback Machine. From 2012 on the VRK publishes donations only in its open-data portal (atviriduomenys.vrk.lt) and on vrk.lt, both behind a Cloudflare challenge that was not bypassed; get.data.gov.lt has no copy of these models. In the VRK open data natural persons are pseudonymised anyway. The archived 'Aukos' section stops at 2012 (Q1-Q3 2012: no donations reported) and no later donor lists were found in the archive (checked, see RESUME.md).
• Natural persons are named by the register itself (the law makes name, surname and municipality of every donor public); personal codes, addresses and telephone numbers are never read. Donations of up to LTL 100 whose donors refused publication ('Neskelbtinas fizinis asmuo' etc.) are aggregated per party and year as 'Private individuals (names not published)' (donor kind anonymous, count in description).
• Overlap and versions: each quarterly list exists in several versions (amended lists) and the annual declaration repeats the year's donors; a workbook may also carry the sheets of earlier quarters. Only the latest version of each party-quarter list is used, then all lists of a party are merged: an entry (same party, donor, amount and date) that appears in several lists is counted once, an entry that appears twice in one list is kept twice. Entries only in the annual annex (the party did not list them quarterly) are included. 74 superseded list versions (3191 entries, most of them repeated in the latest version) were not used; a donation dropped by an amended list but still present in the annual annex is kept.
• Returned and unacceptable donations are published in the lists as normal rows with a footnote or a separate section; they are kept as published with a flag in description (56 rows returned to the donor, 44 flagged unacceptable) and are NOT netted off: subtract them for net contributions. Example: LRLS Q3 2010 lists two LTL 39,000 gifts marked as returned before the same companies gave again.
• In-kind donations ('nepiniginė auka') are flagged in kind = 1 with the value as published. Rows described as 'return of the unspent balance of a political campaign' are candidates' or campaign accounts' transfers to the party that the party lists among donors; they are kept, flagged, with the donor kind 'other' for campaign accounts.
• Amounts are in litas (LTL, fixed at 3.4528 per euro; fx_extra.csv). Dates are kept only when they are consistent with the reporting quarter of the list (a few typing slips such as 2008 instead of 2009 are left empty and the year comes from the list; the published date is quoted in description).
• Validation: all 158 party-periods of the 2011 HTML lists equal the totals VRK prints on its own summary pages (accepted donations LTL 8,011,933; the extra LTL 312,878 in the donations data are 'unacceptable donations' flagged as such). Of 139 archived Excel lists that print a total, 130 match the sum of their rows; the exceptions are 6 lists whose total cell is empty (0), the LSDP annual annex 2007 (rows sum to LTL 1,418,918, the list prints 1,420,888), LiCS Q4 2010 amended (rows include LTL 18,500 flagged unacceptable that the printed total excludes) and LRLS Q3 2010 amended (rows include the returned gifts).
• Not ingested although archived: (a) scanned PDF lists and annual declarations of small parties (OCR of 6 of the 15 scans was run and stopped; nothing from it is loaded because the OCR of the table layout is unreliable, e.g. LiCS Q3 2009 whose donors are in the Excel versions); (b) the party financial statements 2012-2013 (folder documents/10180/493087 of vrk.lt, 160 scanned PDFs: totals only); (c) annex 4 campaign financing reports of the annual declarations (empty in the archived files); (d) the 2006 quarterly lists that vrk.lt kept on www3.lrs.lt (404 in the archive).
• Not available: 2012 Q4 onwards, all campaign (election and referendum) donation reports, membership fees (atviriduomenys.vrk.lt/…/Nariai). Political-campaign donors of the 2007-2011 elections are not in the party lists (they file separate campaign reports). Some parties' quarterly lists are much shorter than the annex of the annual declaration for the same year (e.g. LSDP 2007); the rows found only in the annex are included, so their quarters are better covered than the quarterly lists alone suggest.
• the public funding data contains ONLY the personal-income-tax designation (up to 0.6% of PIT that taxpayers may assign to a party); 'year' is the tax period, the money is paid to the party in the following year. The main state subsidy (allocations by votes) is published in VRK decisions on vrk.lt / e-tar.lt (blocked for scripts); the archived table 'Politinėms partijoms 2000-2012 metais skirti valstybės biudžeto asignavimai' (the downloaded files/vrk_archive/files/2675__asignavimai2000-2012www.pdf) and the 'valstybės biudžeto dotacija' lines of the annual declarations 2006-2010 are downloaded but not yet ingested.
• Designations to municipal political committees (legal form 'Politinis komitetas') are excluded from the public funding data because they are not national parties; totals are listed in the source notes.
• 13821 of the 217208 raw designation rows have an empty amount (suma) in the VMI dataset; they are counted as 0 (no amount published), so party totals may be slightly understated.
• the party accounts data is empty: the annual declarations 2006-2010 (main sheet: income, state grant, donations, expenditure) are downloaded and parsed by vrk_lists.parse_declaration() but not yet written out.
• the party list: historic parties of the donor lists were added (europarty/ep_group 'none'); Liberalų sąjūdis, Tėvynės sąjunga-LKD, Lietuvos valstiečių ir žaliųjų sąjunga (until 2012 'Lietuvos valstiečių liaudininkų sąjunga') and other continuing parties carry the historic spellings as aliases. europarty/ep_group values of current parties are editorial metadata as of 2026; colours left empty.
