Rules and sources
- Disclosure threshold
- > €250 per donor per year
- Legal framework
- Law of 21 December 2007 regulating the financing of political parties (amended in 2011 and 2016): a flat annual allocation of EUR 154,000 plus EUR 16,000 per percentage point of the vote (for parties fielding full lists and winning at least 2% at national or European elections), index-linked; public subsidies may not exceed 80% of a party's income. Only natural persons may donate, and never anonymously; each year parties submit to the Prime Minister and the President of the Chamber their accounts, balance sheet, statutes and a named list of donors giving more than EUR 250 a year. The Cour des comptes audits the accounts and issues an annual report; the Chambre des Députés publishes on its website (in place of the Mémorial B, art. 17) the parties' accounts and balance sheets and the Court's reports. Since the 2012 financial year the Chamber publishes only accounts and balance sheets, not the donor lists, which can be consulted at the parliamentary administration. There is no separate campaign-finance disclosure regime and no dedicated campaign-accounts dataset: election spending is covered only within the parties' annual accounts.

- Caveats
-
- Only natural persons may donate to Luxembourg parties (law of 21 Dec 2007, art. 8); corporate and anonymous donations are banned.
- Named donor lists were published by the Chamber only for financial years 2008-2011 (plus a one-line PID letter for 2014); since 2012 they are filed with the Chamber but not published, so no named donations exist after 2011.
- Verified on 2026-09-28: the Chamber's page (https://www.chd.lu/fr/financement-des-partis-politiques, which replaced /fr/financement-partis-politiques) states that from financial year 2012 it publishes only the parties' accounts; the 2008-2011 donor lists are no longer linked there (18 files) but remain online at their original URLs and are cached in the downloaded files/. The newest items on the page are the 2024 accounts and the Cour des comptes report on 2024 (January 2026) and a re-uploaded 2015 report (November 2025); none names donors. The accounts only give aggregate 'dons, donations ou legs', and the Cour des comptes reports (e.g. on 2024) criticise incomplete donor lists without naming donors. The Cour des comptes website (cour-des-comptes.public.lu) does not publish the party-financing reports. No other official source of named donations was found.
- The lists are scanned images: rows were transcribed by hand from the downloaded PDFs. Printed totals were matched where available (CSV 2009, 2010, 2011; déi gréng 2008).
- Several donor-list files are mislabelled on chd.lu: 'déi Lénk ... 2008.PDF' is the déi gréng list, 'déi Lénk ... 2008_0.PDF' and '... 2009.PDF' are ADR lists; rows are attributed to the party shown in the document.
- Coverage differs by party: most lists give annual totals per donor, some give individual gifts; the CSV 2008 list blacks out names of gifts below EUR 250 (only named rows kept); déi Lénk 2010 names a single donor; DP 2008 filed a single bank statement.
- The LSAP 2010/2011 and CSV 2009 lists include party units (sections, constituencies, women/youth sections) in the donor column; they are kept with donor kind=party.
- No donor lists were found for déi gréng 2009-2011 or déi Lénk 2009 among retrievable files.
- the public funding data / the party accounts data come from Tableau 1 of the Cour des comptes reports and cover the central party structure only; income_total is the unadjusted 'recettes globales'.
- www.chd.lu was in maintenance (HTTP 503) at the first build (2026-09-16) and files came from Common Crawl captures; it is reachable again, so the 28 files that existed only as truncated captures (Cour des comptes reports 2010-2013 and 2015-2017, several party accounts) and the 2024 files were downloaded from chd.lu; every listed file was retrieved.
- Cour des comptes reports on 2010, 2011, 2012 and 2016 are image-only scans: Tableau 1 was read with OCR (tesseract, French) and every row was kept only if dotation / recettes globales reproduces the printed share (to 0.02 percentage points); the 2015 report (re-uploaded in November 2025) has an OCR text layer with garbled labels ('LSAR', 'El GRENG'), mapped to LSAP and déi gréng, and gives no recettes for Piratepartei (dotation only).
- ADR's only MEP (Fernand Kartheiser) was expelled from the ECR group in June 2025 and sits as non-attached (NI); the ADR says it remains an ECR Party member. Volt and déi Lénk have no Luxembourg MEP; their ep_group reflects their europarty's group.
- Cour des comptes Tableau 1 dotation for ADR 2020 (366,328.99) includes a EUR 98,658.99 balance the party booked in 2021; the Cour adds it to 2020 and the 2021 figure is identical, so the two years overlap for ADR.
- The LSAP 2010 and 2011 lists each repeat a party-unit line (LSAP-Dudalange 1,000; Circonscription Centre 500); the repeats appear in the source and are kept.
- Party accounts ('Comptes et Bilans' 2008-2024) PDFs are downloaded to the downloaded files/ but not parsed: formats differ by party and year and many are scans; they contain no donor names.
