- Disclosure threshold
- No threshold: every donation is listed
- Legal framework
- Politisko organizāciju (partiju) finansēšanas likums (Law on the Financing of Political Organisations (Parties), 1995, amended many times): parties are funded by membership fees, donations from natural persons (Latvian citizens and non-citizens only; capped at 20 minimum monthly wages per party per year, i.e. EUR 15,600 in 2026; anonymous donations, donations from legal persons, donations via intermediaries and loans are all prohibited; anything above one minimum monthly wage must be paid by bank transfer), state funding (Art. 7.1: 0.9% of the minimum monthly wage per Saeima vote for parties above 2%, plus allocations for municipal and EP votes, capped at 1,600 minimum monthly wages; EUR 6.7 million to 13 parties in 2026) and economic activity. Parties must report every donation to KNAB within 15 days and KNAB publishes it in its database (first name, surname, partially masked personal identity code, amount, date): there is no threshold, every donation is published by name. An election declaration is due within 30 days of polling day and annual accounts by 31 March (Arts. 8.2, 8.5, 9). Oversight lies with the Korupcijas novēršanas un apkarošanas birojs (KNAB, the Corruption Prevention and Combating Bureau, Art. 13). Since 2023 the Interešu pārstāvības atklātības likums (Law on the Transparency of Interest Representation) has also been in force, with a register of interest representatives held by the Uzņēmumu reģistrs (Enterprise Register, operational since the second half of 2025), for which no public URL could be verified.

- Caveats
-
- Donations include membership fees ('Biedra nauda') and joining fees, flagged in description; filter them out for pure donations.
- Negative amounts are donations returned/refunded by parties (e.g. illegal or over-cap donations) as recorded by KNAB; they are kept so net totals match the register.
- The register export contains 753 lines repeated identically (same party, donor, identity-code fragment, type, amount and date); they are kept as separate payments, as published. source ref gives the line of the export file downloaded on the date shown (the export is re-sorted as new payments arrive).
- Amounts before 2014 are in Latvian lats (LVL); no conversion applied (1 EUR = 0.702804 LVL). The currency is taken per row from the register, which has a few inconsistencies (about 22 rows dated 2005-2013 marked EUR, 2 rows dated 2014-01-01 marked LVL); they are kept as published.
- Since 2004 only natural persons (citizens/non-citizens) may donate; legal-person donors appear mainly in 2002-2004, in returned-donation rows and in in-kind rows (e.g. services provided by associations). Legal-person donor kind is inferred from Latvian legal-form words (SIA, AS, ZS, IK, biedrība...).
- Personal identity code fragments (birth dates) published by KNAB are deliberately NOT carried over; individuals are identified only by first name and surname, so homonyms cannot be separated.
- Some rows have no donor name in the register (published as blank); they are labelled 'Unidentified donor (name not published)'.
- recipient party is the party name as registered with KNAB (liquidation suffix removed); alliances (e.g. ZZS, Saskaņas Centrs, Apvienotais saraksts) and their member parties are separate entities.
- Election income and expenditure declarations (/api/declarations) give only totals (membership fees, cash and other donations, other income, spending); the donations they total are the itemised ones already in the register, so they are not ingested. The KNAB API offers no other donation dataset (third parties campaigning in their own name have no published donation register).
- the public funding data comes from the KNAB tables of state budget funding actually paid per year (2019-2025 as HTML tables, the current year from the Infogram table embedded in the page: payments made so far this year). The 2012-2014 and 2015-2018 tables only give multi-year totals, so they were not ingested. Annual-account state-funding figures are in the party accounts data.
- The party registered as 'Gobzema saraksts' was earlier called 'KATRAM UN KATRAI' and 'Platforma 21'; the funding tables use the name of the year, mapped here to the current name used by the donations register.
- the party accounts data covers annual accounts 2018-2025 only: earlier accounts (2002-2018) are published as heterogeneous PDF scans with empty structured data and were not parsed.
- Annual reports skipped: {'no_machine_readable_statement(pdf_only_or_all_zero)': 814} (no machine-readable income statement or mixed currency).
- Europarty/EP-group mappings for minor parties set to none; colours not filled.
