Caveats
  • All data come from the public interface of the CEC information system 'Control Financiar' (finante.cec.md/reports.aspx), whose reports are generated as Excel files. For 2019-2022 the interface lists the reporting periods but cannot list the parties; the reports were requested with the identifiers of the 63 parties known from the 2023-2026 lists, so parties that disappeared before 2023 (notably the Șor Party, banned in 2023) are missing for 2019, 2020, 2021, 2022.
  • Campaign reports of the 2019, 2020 and 2021 national elections and of local elections before 2023 are not in the system; the CEC publishes them only as scanned PDFs on a.cec.md ('Susținerea financiară' pages of each election: parliamentary 24.02.2019 https://a.cec.md/ro/sustinerea-financiara-a-concurentilor-electorali-4219.html, local 20.10.2019 https://a.cec.md/ro/sustinerea-financiara-a-concurentilor-electorali-6172.html, presidential 01.11.2020 https://a.cec.md/ro/finantarea-campaniei-electorale-a-concurentilor-electorali-7622.html, parliamentary 11.07.2021 https://a.cec.md/ro/sustinerea-financiara-8573.html, plus the by-elections of 2019-2020 and the consultative referendum of 24.02.2019; about 800 weekly-report PDFs in all, listed in the downloaded files/paper/inventory_pages.json). They were not OCR'd, so campaign donations before the 2023 local elections are missing (an OCR reader for these tables, paper_ocr.py, exists but was not run at scale; see RESUME.md). Party reports filed on paper for 2018-2022 (a.cec.md 'Rapoarte financiare ... prezentate doar pe suport de hârtie') are scans as well and are not ingested. The older CEC archive a.cec.md/ro/reports (2015-2020, 925 reports including semester 'Donații' lists) answers HTTP 500, its files (a.cec.md/download_report/<id>) answer 404 and the Wayback Machine holds only 3 of them.
  • Weekly campaign reports are incremental and the final report repeats them (checked for PAS, parliamentary elections 2025: the five weekly lists add up exactly to the final list). The final report is used when filed; weekly reports only for the 22 competitors that filed no final report. Rows appearing in several reports are counted once.
  • Party donations come from the semester reports. The reports filed at the start of an electoral period repeat semester rows (sometimes before later corrections), so they are used only for half-years without a semester report (0 rows used, 3173 rows already covered by semester reports dropped).
  • For 2021 and 2022 the system holds a first-semester report and an 'annual' report whose donor lists cover the second half-year (checked for 2022: no shared rows); they are merged per party and year (rows appearing in both would be counted once).
  • Membership fees (cotizații) are listed by name in the same party reports (tens of thousands of small payments); they are not donations and are not exported row by row. Their annual totals (2023-2025) are in the party accounts data (membership_fees).
  • Transfers from a party's own account to its electoral fund (sections 2.1.1/2.1.2 'own funds', and 75 rows where the party itself appears in a donation table of its own report or electoral fund), candidates' own funds and interest-free state credits are not donations and are excluded; they would otherwise double count money already reported by the party. Transfers from member parties to an electoral bloc are kept (donor kind=party).
  • Refunded donations (registers of donations returned because they exceeded the ceilings or came from prohibited donors) are included as negative rows without a date; the original donation is included as received. A few rows are negative as published (money returned).
  • In-kind donations are valued at the value assessed by the recipient; where a table gives a unit value and a quantity and the printed total equals value x quantity, the amount is value x quantity. Donor locality is only given for legal persons (town of the registered address); the CEC masks the addresses of natural persons.
  • Donor names are published as typed by the treasurers (often 'Surname Name', sometimes in capitals or with typos) and kept as published. In the 2019-2022 in-kind form natural and legal persons share one table: donor kind is 'company' when the name carries a legal form (SRL, SA, ÎI...), otherwise 'individual'.
  • Campaign recipients are named '<party> – electoral fund, <election>' and linked to the party; the electoral blocs of 2023-2025 are listed in the party list as their own entries; independent candidates and initiative groups have no recipient party. Presidential candidates nominated by parties in 2024 (Stoianoglo - PSRM, Usatîi - Partidul Nostru, Chicu - PDCM) are linked to the nominating party. Maia Sandu's 2024 campaign fund does not appear as a competitor in the system (only her initiative group).
  • 4 of 3859 section totals printed in the Excel files differ by more than 1 MDL from the sum of the parsed rows (list in the downloaded files/validation_totals.csv).
  • Cross-check 2023-2025: for 63 of 69 party-years with donations, the party donation rows (semester reports) add up exactly to the donations (money and in kind) declared in the party's annual report; the others differ by at most 91,800 MDL (corrections between reports).
  • The reports are generated by the form at finante.cec.md/reports.aspx (POST), so source_url is that page with a fragment giving the year, period id, party/competitor id and report id to select; source ref names the period, the entity, the sheet and the row of the Excel file.
  • Figures are as declared by parties and competitors; the current year is incomplete.
