Caveats
  • Montenegro publishes named contributions only for election campaigns. Contributions received by parties outside campaigns are reported in their annual consolidated financial reports (scanned PDFs on antikorupcija.me, 'Podnijeta dokumenta'); these were not ingested (image-only scans, several hundred files, OCR quality too poor to read names and amounts with confidence). Hence status 'partial'.
  • Source 1 (15-day reports) is the backbone: every contribution a list, party or presidential candidate reported to the ASK in its 15-day campaign reports, 2016-2025, one row per contribution with its date. `year` is the election year (e.g. gifts made in late 2018 for the March 2019 Tuzi election are in 2019).
  • Consecutive 15-day reports sometimes repeat an earlier gift; 8 such repeats (same list, donor, date and amount in a later period) were dropped. When a party filed identical reports for two elections held on the same day, the 6 duplicated entries were counted once (flagged in `description`). Identical gifts listed twice in the same report were kept as published and flagged in `description`.
  • Source 2 (final campaign reports) adds 74 contributions (EUR 93864.54) that appear only in the final report (mostly gifts received after the last 15-day period, or not reported before). The ASK database holds final reports for 2016-2025, but for elections before 2024 their contribution tables are empty (only totals/expenditure were entered), so this source only adds rows for the 2024-2025 local elections. Some final-report entries restate a 15-day gift with a different date or amount and could not be matched automatically; a small overlap between the two sources is therefore possible.
  • Excluded although filers listed them as contributions: 9 payments from municipalities / the Capital City (EUR 16196.51; statutory campaign funds from local budgets, not donations) and 5 transfers from a party to its own electoral account (EUR 17130.0). Transfers from parties to coalition lists or to their presidential candidates are kept (donor kind 'party').
  • The 15-day register does not say whether a donor is a natural or legal person. donor kind comes from the final report when the same gift is listed there; otherwise it is inferred from the name (legal-form words such as d.o.o., DOO, AD, OD, 'partija', 'stranka', NVO...; 'First Last' names are 'individual'). 10 rows remain 'unknown'.
  • Privacy: the registers publish donor names only (15-day reports) or names and municipality (final reports). Nothing else is copied; donor_locality is the municipality given in the final report, when any.
  • Recipients: the filer is the 'political subject' (party, coalition list, group of voters or presidential candidate). recipient party is set for parties, for presidential candidates (nominating party: e.g. Milo Đukanović - DPS, Jakov Milatović - PES, Andrija Mandić - Democratic Front) and for lists clearly led by one party (named after one party or its leader, e.g. 'Zajedno ... Danijel Živković (DPS-SD-DUA-LP)' -> DPS, 'dr Dritan Abazović - Crno na bijelo' -> URA, 'Grupa birača Preokret' -> Pokret Preokret, DF-named lists -> Demokratski front). Multi-party coalitions without a single lead party ('Za budućnost Crne Gore', 'Hrabro se broji', 'Evropski savez', 'Albanski forum', ...), groups of voters and independent candidates (Mladen Bojanić, Vasilije Miličković, Jovan Radulović) have recipient kind 'campaign'/'candidate' and an empty recipient party.
  • Demokratski front (DF) was an alliance (NSD, DNP and others) rather than a registered party; it is listed in the party list so that DF lists and Andrija Mandić's 2023 candidacy can be grouped.
  • Amounts are in EUR as reported. Negative amounts are refunds/corrections as published. For a few 2016-2018 in-kind gifts the register's total column is blank; the amount used is the in-kind value (flagged in `description`), which is why these rows are not in the register's own printed totals. Zero-value cash rows were dropped; three in-kind gifts reported with value 0 were kept.
  • No 15-day reports exist in the register before 2016 (queries for 2014-2015 return empty files); the 2014 law on financing political entities and campaigns applied from the 2016 elections, when the ASK started supervising.
  • Europarty affiliations (the party list): DPS and SDP are associate members of the PES; Pokret Evropa sad and Bošnjačka stranka are EPP associate members; the Liberal Party is an ALDE Party member; URA is a European Green Party member. Other parties: 'none'. ep_group is 'none' (Montenegro has no MEPs).
  • the public funding data holds only the ASK allocation table for 2026 (the only year published as a document on antikorupcija.me): EUR 17658794.13 for parties in the party list; 50 allocations to groups of voters, local lists and minor parties not in the party list (EUR 945846.42) were left out. Amounts are budget allocations for the year, not audited payments.
  • Not ingested: 'privremeni' (interim) campaign cost reports (overlap with the final reports), campaign expenditure, public campaign funds (reported inconsistently in section II of the final reports), media-advertising reports, and party annual reports.
