- Principal statute: the Financing of Political Parties Act (Cap. 544, 2015), together with Legal Notice 91/2017 (Publication of Donation Reports Regulations); candidate spending is governed by the General Elections Act (Cap. 354, limit of EUR 20,000 per district). Donations above EUR 500 must be recorded in the party's accounts, but donors are published by name only above EUR 7,000; ceiling of EUR 25,000 per donor per year; anonymous and foreign donations are prohibited. Parties file their donation report and audited accounts annually with the Electoral Commission (Kummissjoni Elettorali), which publishes them as PDFs on its website; candidates' returns may be inspected for two weeks only. There is no direct public funding of parties and no lobbying register (a proposal by the Commissioner for Standards in Public Life has not been implemented); consequently no public_funding or campaign_accounts source exists for Malta.

- Malta publishes party donation reports only as scanned, largely handwritten forms (PDF) on electoral.gov.mt, which sits behind a Cloudflare challenge; the files were retrieved from the Internet Archive (web.archive.org) and every figure was transcribed by hand from the page images (manual/form_g.csv, manual/named_donations.csv).
- Validation: for every report the annual lines iv + v + vi + vii (+ adjustments) were checked against the printed grand total ix, and the named donations of each report against its line iv; where handwriting was ambiguous the arithmetic of the per-period boxes was used to decide. Exceptions are listed in the notes of form_g.csv (e.g. PN 2021: ix is EUR 1 higher than the sum of its lines; PN 2025: the printed line-v total 854,608 contradicts its own periods, 859,608, which match the grand total).
- Donors are named only above EUR 7,000 per donor per year (Forms B, C, D). Between 2016 and 2025 the two main parties declared very few such donations (PL 13 named entries, PN 3): almost all party income from donations is declared only in aggregate.
- Aggregated (unnamed) donations are included as donor kind = anonymous with source key Electoral Commission of Malta - party donation reports, Form G annual summary (unnamed donations by band), one row per party, year and band as printed in Form G: up to EUR 50 collected at party events (line v), up to EUR 500 (line vi) and EUR 500-7,000 (line vii). These rows are totals of many donations, not single donors; the number of donations/donors is given in description when printed. Where the band breakdown was illegible or evidently misfiled (ABBA 2022/2023 entered small donations on the EUR 500-7,000 line; MPM 2017 breakdown illegible) a single "Donations below EUR 7,000" row is used.
- Years: most parties report by calendar year; Imperium Europa (May-April), Volt (April-March) and ABBA report by financial year, recorded under the year in which the period starts (the period is stated in description).
- Not available: the 2018 donation reports of PL, PN, PD and MPM survive in the Internet Archive only as truncated captures (first 1 MiB, i.e. the first pages), without Form G, and the PN 2022 and PL/PP 2024 donation reports were not found in the archive; the 2019 Floriana l-Ewwel form was left blank and the 2020 Għarb l-Ewwel file is a blank statement-of-accounts template.
- Only the donation reports are ingested; the parties' audited statements of accounts (also published by the Commission) and candidates' election returns (open for inspection for two weeks only, not published) are not included. Malta has no direct public funding of parties.
- Natural persons' identity-card numbers and street addresses printed on Form B are not stored; only the town is kept. Company registration numbers are kept in source ref.
- AD (Alternattiva Demokratika) and PD (Partit Demokratiku) merged in 2020 into ADPD; they are kept as separate parties for 2016-2020 in the party list.
