Legal framework
Wet financiering politieke partijen (Wfpp, 2013), as amended by the Evaluatiewet Wfpp in force since 1 January 2023: parties holding seats in the Tweede Kamer or Eerste Kamer publish each year the name and municipality of residence of donors giving EUR 1,000 or more per year (for legal persons, the beneficial owner as well) and debts of EUR 25,000 or more, and must notify 'substantial' donations of EUR 10,000 or more within three days, which the Ministry publishes periodically; annual cap of EUR 100,000 per donor, donations from outside the EU/EEA prohibited; extraordinary overviews are published before and after Tweede Kamer elections. Oversight: the Minister of the Interior and Kingdom Relations (BZK), advised by the Commissie toezicht financiën politieke partijen (Ctfpp); the Wet op de politieke partijen (Wpp, bill 36.742) will transfer supervision to the Nederlandse Autoriteit politieke partijen (entry into force postponed to 2028). No mandatory lobby register with financial data.

Caveats
  • Named-donor overviews by year: 2013, 2014 and 2016 from the Staatscourant (Overzicht van bijdragen aan politieke partijen en hun neveninstellingen 2013, 2014 en 2016 (Staatscourant)); 2015 and 1 January - 22 February 2017 from the BZK overview published before the March 2017 election (Overzicht giften politieke partijen 1 januari 2015 tot en met 22 februari 2017 (Tweede Kamerverkiezing 15 maart 2017); only parties that stood in that election, so e.g. OSF is missing); 2019-2024 from the BZK ODS files. The rest of 2017 and all of 2018 are missing: the consolidated BZK overviews were removed from rijksoverheid.nl (404) without an Internet Archive copy, their new location open.overheid.nl disallows crawlers in robots.txt, and the parties' own 2017-2018 reports survive only as scanned PDFs (partly in the DNPP archive), which were not parsed.
  • Thresholds changed: EUR 4,500 per donor per year until 2023 (the 2023 overview still applies EUR 4,500), EUR 1,000 from 2024; totals across years are therefore not comparable.
  • Rows are per-donor annual totals as reported (not individual transfers); the annual total may exceed the sum of itemised gifts because gifts under EUR 1,000 are not itemised.
  • 2025 is assembled from the pre- and post-election overviews (1 Jan-29 Oct 2025, threshold EUR 1,000) plus substantial gifts (>= EUR 10,000) dated 30 Oct-31 Dec 2025; gifts of EUR 1,000-9,999 received after 29 October 2025 are missing until BZK publishes the annual 2025 overview. Election overviews cover only parties that stood in the election.
  • 2026 is year-to-date (version of 8 September 2026) and covers only gifts >= EUR 10,000.
  • donor kind is inferred: the register gives only initials+surname+town for natural persons and a full address for legal persons, so names with initials and no street address are classed 'individual', names with a street address or legal-form words (B.V., Stichting, Vereniging, Holding...) as company/foundation/association. Street addresses are never exported; donor_locality is the town only.
  • Some donors are shown as '*' because BZK withheld their identity for safety reasons (art. 25(5) Wfpp); they are exported as donor kind=anonymous with the name 'Donor identity withheld (art. 25(5) Wfpp)'.
  • donor country defaults to NL when a Dutch town is given and no foreign country is stated in parentheses.
  • For legal-person donors from 2024 on, the ultimate beneficial owner (UBO) as published is added to 'description'.
  • recipient_name is the party or affiliated body (neveninstelling: youth wing, scientific institute, support foundation) as written; recipient kind for affiliated bodies is inferred from the name.
  • Transfers between a party and its own affiliated bodies are excluded from the 2024+ overviews by BZK but may appear in earlier years (e.g. Stichting Ondersteuning VVD Tweede Kamerverkiezing, Bestuurdersvereniging VVD).
  • Candidate files: overlapping years between the 2021/2023/2025 candidate overviews were dropped (2021 from the 2023 file, 2023 from the 2025 file) to avoid double counting. Gifts to candidates before 2021 are not included.
  • open.overheid.nl disallows crawlers (robots.txt): the cached 2019-2021 overviews and the 2021 candidate file are kept in the downloaded files/ and are not re-downloaded by --refresh; three other files are re-downloaded from byte-identical rijksoverheid.nl copies.
  • the party accounts data not available: party financial statements are published only as heterogeneous PDF annual reports per party (partly scanned), not as tables.
  • Public funding covers only 2022-2024 (the years shown on partijfinanciering.nl); older subsidy amounts are only in PDF subsidy decisions / annual reports.
  • Second pass (checked 2026-09-29): the consolidated BZK overviews for the full years 2015 (published 13-10-2016), 2017 (30-10-2018) and 2018 (25-10-2019) are no longer online at rijksoverheid.nl and their files are not in the Internet Archive; open.overheid.nl and repository.overheid.nl disallow crawlers in robots.txt. The parties' own financial reports for 2017-2018 (copies in the DNPP repository dnpprepo.ub.rug.nl and, for some, in the Internet Archive) contain the lists of gifts of EUR 4,500 or more but were not parsed. The partijfinanciering.nl dashboard only mirrors files already ingested (annual 2024, election 2025, substantial gifts updated 8 September 2026).
