Legal framework
The Party Act (Partiloven, LOV-2005-06-17-102, chapter 4) requires all parties and party units with income above NOK 17,000 (net of public support) to report within five months of the year end. Donors are named when contributions reach NOK 51,000 (central organisation), NOK 34,000 (county level) or NOK 17,000 (municipal level); in election years, contributions from NOK 15,000 must be notified within four weeks and published immediately. Act 2025-06-20-94 extends the obligation to 'upstream' donors (bakenforliggende givere). Collection and publication are entrusted to Statistisk sentralbyrå (Statistics Norway) on partifinansiering.no; the Partilovnemnda (Party Act Committee) supervises and sanctions. Public funding (stemmestøtte + grunnstøtte) is paid by the Kommunal- og distriktsdepartementet (Ministry of Local Government and Regional Development) and the Statsforvaltere (County Governors). There is no national lobby register.

Caveats
  • Named-donor data are available as machine-readable exports from 2014 (annual) and 2015 (election-year). For 2005-2013 the named contributions were published only as HTML pages per party unit on the old partifinansiering.no, which was replaced in 2014 and whose content was not migrated; SSB and the ministry publish no bulk file of them (the 'Alle regnskapstall' Excel files and SSB tables contain only income totals). What remains are Internet Archive captures: the complete 2013 election-campaign list (Valgkampbidrag 2013 - election-campaign contributions 2013 (partifinansiering.no, archived page)) and a small, unrepresentative set of unit pages (Partifinansiering.no before 2014 - named contributors on the archived party-unit pages; 4 unit-years with named contributors out of 51 archived unit-years). Do not use Partifinansiering.no before 2014 - named contributors on the archived party-unit pages for totals or comparisons between parties or years.
  • The two donation registers overlap: election-year notifications (Partifinansiering.no - Bidrag i valgår (election-year contributions) + Valgkampbidrag 2015.xlsx, and Valgkampbidrag 2013 - election-campaign contributions 2013 (partifinansiering.no, archived page) for 2013) are generally also contained in that year's annual totals (Partifinansiering.no - Årlige bidrag (annual named contributions), and the archived annual pages for 2013). Do not sum both sources for the same year.
  • Annual rows are yearly totals per donor per party unit, not individual transactions; no dates are given.
  • Election-year rows may be accumulated totals of several contributions (see description).
  • donor kind for 2014+ rows is inferred from the name (legal-form suffixes such as AS/ASA, union/association/party keywords); the register does not publish a donor category, so most private persons are 'unknown'. The 2015 election-year file carries the source's own category.
  • donor_locality keeps only postcode+town or a bare municipality; street addresses are dropped.
  • recipient party is derived by re-querying the register per central party code; 0 rows could not be matched and have an empty recipient party.
  • Rows for the obvious test entity 'Johnnys testparti' (2023) are excluded; about 25 election-year rows (mostly 2023) carry an amount of 0 as published.
  • 2 rows are exact repeats of another row (same unit, donor, address and amount in the same year, as published in the register export); they are kept as separate contributions.
  • Many local branches record contributions from their own council groups (kommunestyregruppe) or other party units; these are classified donor kind=party.
  • the public funding data and the party accounts data come from SSB 11233 and aggregate all levels of each party (central, county, municipal, youth). State support includes both central and regional/local state grants.
  • Norway is not in the EU: europarty/ep_group reflect europarty membership (Ap: PES; H: EPP; V: ALDE; MDG: EGP; KrF: EPP observer member).
  • The Statsforvalteren partistøtte API (fmsfstatsclient.fylkesmannen.no) listed on data.norge.no is unreachable; per-unit public grants and the tilskudd.no DT-0183 HTML table were not ingested.
  • The per-unit 'Alle regnskapstall' Excel files (2008-2025) were not ingested; SSB 11233 provides the per-party aggregates.
