Legal framework
Main statute: the Act of 27 June 1997 on Political Parties (Ustawa o partiach politycznych, Chapter 4), together with the Electoral Code (Kodeks wyborczy, 2011) for election committees. Only natural persons (Polish citizens resident in Poland) may donate, up to 15 times the minimum monthly wage per year (PLN 64,500 in 2025); donations from legal persons are prohibited. Since 1 July 2022 every party must keep an online 'rejestr wpłat' (register of payments) on its Public Information Bulletin (BIP) showing name, father's name, place of residence, date and amount for payments exceeding PLN 10,000 per year (updated within 14 days); by 31 March each party files an annual report on its sources of funding with the PKW (published as PDF, with the full list of payments available on request). Election committees publish on their own websites a register of payments above the minimum wage and of loans; oversight lies with the Państwowa Komisja Wyborcza (PKW, National Electoral Commission) supported by the Krajowe Biuro Wyborcze (National Electoral Office).

Caveats
  • Poland has no central machine-readable donations register. Since 1 July 2022 each party must publish its own 'rejestr wpłat' on its BIP (Political Parties Act art. 25 and 27a; payments of one person above PLN 10,000 a year); rows here are read party by party, so party coverage starts mid-2022. Election committees must also publish a register of payments (Kodeks wyborczy art. 140: total payments of one natural person above the monthly minimum wage, with name and town) on their own website, usually removed after the campaign; only the committee registers listed under 'sources' are included (2025 presidential: Nawrocki), the others could not be collected yet (see RESUME.md).
  • Only natural persons (Polish citizens resident in Poland) may donate to parties; donor kind is therefore 'individual' and donor country 'PL' for all rows, except a few payments to the ZChR election fund by companies that the party refused and returned (recorded with the refund). Father's names and street addresses published in the registers are deliberately not stored (only the town).
  • The statutory threshold is PLN 10,000 per donor per year, but practice differs: PiS, PSL, Nowa Lewica, Polska 2050, Konfederacja, Razem, Zieloni and Bezpartyjni Samorządowcy also list smaller payments, while KO and Nowa Nadzieja list only donors above the threshold (all their payments). Totals are therefore NOT comparable across parties.
  • Identical rows (same donor, date and amount) occur in most registers (about 560 rows in total): they are separate numbered lines of the registers (split transfers) and are kept. Registers may include membership fees above the threshold as 'payments'; they are not distinguished in the sources. The Razem register marks each payment as paid to the basic account or to the election fund ('FW'); the Konfederacja and Ruch Narodowy registers show the donor's running total for the year, which was used to validate every row.
  • The registers of the smaller parties (Konfederacja WiN, Ruch Narodowy, Razem, Zieloni, Bezpartyjni, Bezpartyjni Samorządowcy, KKP, Polska Liberalna, Prawica RP, Związek Słowiański, ZChR) are read from the parties' own files: the current BIP file, or the last copy held by the Wayback Machine when the party no longer shows the file (Razem 2024-2025, Zieloni 2023). The Jawne Partie civic mirror (jawnepartie.pl) is used only as a cross-check for them: its rows either match the party file or differ by spelling (e.g. diacritics) or by entries that the party corrected or removed in a later version (Bezpartyjni Samorządowcy, Konfederacja WiN), and it lacks Razem 2024-2025, Zieloni 2023 and the ZChR election-fund register. It would be the fallback for a party whose own file cannot be read.
  • Registers checked on 2026-09-29 that list no payment above the threshold (empty forms, 'no payments' notes or blank scans): Polska Lewica (the same blank scan is served for 2022-2026), Republikanie, Polski Interes Narodowy, PIAST-JMENiŚ, Unia Polskich Ugrupowań Monarchistycznych (scans 2022-2025), Kukiz15, PolEXIT, Polska Partia Socjalistyczna, Polski Ruch Monarchistyczny, Ruch Naprawy Polski, Ruch Prawdziwa Europa - Europa Christi, Stronnictwo Pracy, Alternatywa Społeczna, Nowa Polska, ZChR party account 2023-2026, Konfederacja Korony Polskiej before 2026. The BIP sites of Solidarna Polska, Suwerenna Polska, Centrum dla Polski, Normalny Kraj, Partia Rozwoju, Nowa Demokracja-TAK, Unia Europejskich Demokratów and Polska Partia Piratów could not be reached, and knp.org.pl (Kongres Nowej Prawicy) is now an unrelated website; Inicjatywa Polska and Front publish no readable register.
  • PKW annual party financial reports (sprawozdania o źródłach pozyskania środków finansowych, published each year on pkw.gov.pl) are scanned aggregate forms: totals of donations from natural persons, membership fees, subsidy etc. and, in the audit report on the election fund, only payments returned to donors. They name no donors (checked for Konfederacja WiN and Zieloni 2024), so they were not ingested; the party accounts data is not available. The full list of payments is only available from PKW on request.
  • Election committee financial reports at PKW (checked for the 2023 Sejm/Senate election: KKW Koalicja Obywatelska, KW Prawo i Sprawiedliwość, a voters' committee) are likewise aggregate forms without donor names, and 'Rejestr korzyści' (rk.pkw.gov.pl) concerns gifts to public officials, not donations to parties.
  • Public funding: 2002-2015 amounts are those published by PKW per year; 2016-2027 are PKW's projected annual subsidy per term (repeated for each year) and ignore later reductions (e.g. the PKW-ordered cuts to PiS's subsidy in 2024-2025). Coalition shares follow the coalition agreements quoted by PKW.
  • Party renamings are merged into one canonical party: Platforma Obywatelska RP -> Koalicja Obywatelska; Sojusz Lewicy Demokratycznej -> Nowa Lewica; KORWiN -> Nowa Nadzieja; Ruch Palikota -> Twój Ruch; Polska 2050 Szymona Hołowni -> Polska 2050 RP.
