Caveats

• Source: the Anti-Corruption Agency's public search of the reports political entities file under the Law on Financing Political Activities; the app's JSON API was downloaded in full (no login or CAPTCHA). Amounts are in Serbian dinars (RSD) as declared by the political entity; the Agency's verification and control findings are not reflected.
• Each row is the total a donor gave to one political entity in one report (a calendar year for annual reports, an election campaign for campaign reports), not an individual payment; no dates are published, so `date` is empty. When a donor gave both cash and goods/services the entry is split into a cash row and an in-kind row (in kind=1).
• Membership fees (članarina) that the register lists per named person in the contributions table are included as separate rows marked 'membership fee' in the description (3867 rows, 44,306,625 RSD); membership fees reported only as a party total are not included.
• Campaign reports: the final report (covering the whole campaign) is used; the preliminary report (period up to 7 days before the vote) only when no final report was published, marked 'preliminary' in the description. 842 preliminary reports (252 entries) were set aside because a final report exists.
• Where an entity filed several reports for the same year or election (amended or re-submitted reports), a report whose entries mostly reappear in a later filing is treated as superseded (37 reports, 1848 entries dropped); in the remaining cases entries identical to a later filing (same donor and amount) were dropped (0 entries) and the rest kept.
• Overlap between sources: annual reports also list contributions earmarked for election campaigns, which the same party reports again in its campaign reports. 21519 such annual-report entries (1,638,337,040 RSD) that match entries in a campaign report of the same party and year (same amount and donor name, including 116 near-identical spellings and 116 donors whose annual total equals the sum of their entries in two or more campaign reports; coalition reports count for the filing party and the listed partner parties) were dropped; campaign-earmarked annual-report entries without such a match are kept and flagged in the description, so some double counting with campaign reports filed by coalitions or local branches under other entities may remain.
• Implausible values: natural-person entries above 20,000,000 RSD (many times the legal annual maximum for one person) are treated as register errors and excluded: 156574200 RSD in report 3418 (СРПСКА НАПРЕДНА СТРАНКА, 2017). The largest (156.6 million RSD of in-kind contributions attributed to one private individual in the Srpska napredna stranka 2017 annual report, the only in-kind entry of that report) appears to be the party's total in-kind income entered against a single donor.
• The API also returns 7937 contribution entries (385,898,914 RSD) attached to 41 report ids that are not in the published report list; they are excluded. They are earlier versions of reports that were later replaced: for 38 of the 41 ids a published report of the same entity, year or election carries the same entries (for example the 7,461 entries of the first version of the Srpska napredna stranka 2017 annual report are repeated in the published version), one is a test entry ('Test mejl', 21 RSD), and two small campaign reports have no published successor (Socijaldemokratska partija Srbije, Kovin 2013: 10 entries, 165,500 RSD; Srpska napredna stranka, Vršac city council 2020: 19 entries, 400,000 RSD).
• Coverage check of the campaign reports (filers with a report in the register / of which with named contributions, by year of the vote): parliamentary: 2012 18/14, 2014 18/15, 2016 25/15, 2020 18/6, 2022 30/16, 2023 30/8; presidential: 2012 12/11, 2017 11/9, 2022 8/5; Vojvodina provincial assembly: 2012 16/11, 2013 20/12, 2016 16/9, 2020 9/2, 2023 13/2; local: 2012 1002/440, 2013 116/67, 2014 82/44, 2015 6/4, 2016 1055/545, 2017 50/31, 2018 70/41, 2019 6/2, 2020 802/289, 2021 28/13, 2022 121/23, 2023 344/68, 2024 398/84, 2025 21/7, 2026 37/14. Elections of 2026 not yet held have no reports. The register also lists 3 reports on the 2022 referendum campaign (organisers of the constitutional referendum of 16 January 2022) with 0 contribution entries.
• Recipients: annual reports of parties have recipient kind 'party'; every campaign report and every report of a group of citizens (grupa građana) or coalition has recipient kind 'campaign'. recipient_name is the entity name written on the report (local party branches often file under names such as 'Социјалистичка партија Србије - Пирот'); recipient party links the report to the party through the Agency's entity id and the party's registration number (matični broj).
• Coalitions: a coalition campaign report is linked to a party (recipient party) only when it was filed under that party's registration number AND the coalition/list name contains that party's name or abbreviation or starts with the name of its leader (e.g. 'Aleksandar Vučić - ...' lists filed under the SNS number, 'Ivica Dačić - ...' under SPS). Reports without a registration number are linked only when the name explicitly names a party (the first party named) or the list is headed by a leader whose coalition lists are filed under his or her party's number in at least 90% of the reports that have one (e.g. Vučić -> SNS). Otherwise recipient party is empty and the description names the filing party and the partner parties: 1982 of 4284 coalition rows have no party (for example the 'Srbija protiv nasilja' lists of 2023, filed under the numbers of Zajedno or SSP, and 'Moramo bolje' of 2017).
• Groups of citizens (grupe građana) are local or national electoral lists without a party; their rows have no recipient party.
• Donor names are published as entered by the political entity, in Cyrillic or Latin script (company names are sometimes mechanically transliterated by the register, e.g. 'УТЦ ЦОМПАНУ ДОО'); they were not transliterated or corrected. The same person can therefore appear under several spellings.
• Privacy: the register's public search shows the donor's name and town of residence only; nothing else (personal ID number JMBG, company registration number, address, bank references in the notes) is copied. donor_locality is the town (sometimes with postcode) as published. A few name fields where the filer had typed an ID number, list numbering or a street address next to the name were cleaned (the extra text removed).
• The same donor can appear several times for the same recipient and year: most repeats are separate entries in the same report (about 1,950 rows), a few are gifts to two different campaigns of the same party in one year.
• donor kind: natural persons (fizičko lice) are 'individual'; legal persons (pravno lice) are 'company' unless legal-form words indicate a trade union, foundation, cooperative, party, association or public body; international political associations are 'association' (e.g. the European Green Party refunding a flight to ZLF).
• Loans and credits (102 entries in the register, mostly bank credits), membership-fee totals, other income (interest), the parties' own campaign funds and expenses shown in the same reports are not donations and are not included; campaign-report public funds are not in the public funding data (the party annual reports already declare them, marked 'campaign').
• Goods and services (table 'usluge i dobra', source Goods and services received free of charge or below the market price (table 'usluge i dobra') in the annual financial reports and election-campaign reports, 56 rows, in kind=1): the value is the one stated by the political entity for goods or services it received free of charge or below price (halls and premises of public institutions, printing, airtime, use of a car, rent of offices). Entries are included only when a value is stated and the 'donor' is not a budget, treasury or interest item; dropped: 123 no value stated, 63 budget transfer, interest or fee, 6 report not published, 5 annual entry repeating a campaign-report entry. Donor kind is 'individual' only where the entity printed a personal ID number next to the name (removed), 'public_body' for municipalities and cultural centres, otherwise from legal-form words or 'unknown'. The same items are sometimes repeated in the annual report and in the campaign report of the same party; such repeats were removed.
• the public funding data sums the budget transfers each party declared in its annual report (latest report where several were filed), by purpose (annual_subsidy vs campaign) and level (national, provincial = AP Vojvodina, local); it is self-declared data, not Treasury payment records. Groups of citizens and coalitions are not included there.
• Status 'partial': the Agency's electronic register (fully ingested) starts with the 2012 annual reports and the 2012 elections. Older publications are outside the register: the 2010 contribution lists of about 24 parties ('prilozi 2010', PDFs of the former acas.rs site, archived by the Wayback Machine under acas.rs/wp-content/uploads/2011/05/ and 2012/05/) were located but not read yet; no donor-level publication of the 2011 annual reports or of the campaigns before 2012 was found (the archived Agency pages of 2010-2013 list only the 2012 campaign reports, which are in the register). Reports for the latest year are incomplete until the filing deadlines (annual reports are due 30 April; final campaign reports 30 days after the results). The publication of gifts above one average monthly salary that the law requires on the parties' own websites was not scraped: the register already lists every contribution without a threshold, so those pages can only duplicate it.
• Campaign year = year of election day (Europe/Belgrade time); for about 100 old reports without an election date the year of submission is used and noted in the description.
• fx_extra.csv gives Eurostat annual average RSD rates for 2012-2026 (current year provisional) for conversion to EUR.
