Rules and sources
- Disclosure threshold
- Contributors identified for contributions above 0.5 price base amounts (e.g. SEK 29,400 in 2025); anonymous contributions above 0.05 pbb prohibited
- Legal framework
- Lag (2018:90) om insyn i finansiering av partier (Act on transparency in party funding): parties, affiliated organisations and individual elected representatives (Riksdag, European Parliament, regions, municipalities) file an annual income statement (intäktsredovisning) with Kammarkollegiet by 1 July. Donors are published by name (individual or organisation, with address or registration number) for contributions above 0.5 price base amounts (prisbasbelopp; SEK 29,400 in 2025); contributions between 0.005 and 0.5 price base amounts are reported in aggregate; anonymous contributions above 0.05 price base amounts are prohibited. Public funding (Lag 1972:625) is decided by the Riksdag's Partibidragsnämnden (Party Grants Board). There is no national lobby register.

- Caveats
-
- The Kammarkollegiet open-data CSV does not publish the names of private individual donors: contributions from private persons above the threshold appear only as 'Privat bidrag' with an amount, so they are listed with donor kind=individual and a placeholder donor_name. Names are visible only through the Partiinsyn web search application (session/JS based, not scraped).
- Named donors are organisations and legal persons (companies, trade unions, foundations, public bodies, other party units); donor kind is inferred from the Swedish organisation number prefix (2=public body, 5/9=company, 7/8=association) and name keywords, so it is approximate.
- Many 'other contributions' are public or quasi-public grants (Arbetsförmedlingen wage subsidies, SIDA/ForumCiv democracy aid to party foundations, European Parliament visitor grants, Church of Sweden nomination-group support, Sveriges Kommuner och Landsting (SKL) support to party groups, government information grants before elections); they are kept as reported.
- Rows 8.x concern 'närstående verksamhet' (related entities such as party foundations or memorial funds); recipient_name is the related entity, the reporting party unit is noted in description.
- No transaction dates are published; only the fiscal year. Individual contribution amounts may be the sum of several payments from the same contributor in the year.
- Aggregated small contributions (below threshold), internal party contributions (type 5.5) and cash collections are not itemised; they appear only in the party accounts data (internal transfers 5.5 and related-entity rows are excluded from income_total, but other intra-party flows reported as 'other income' may still double count across levels).
- the public funding data and the party accounts data sum the statements of all actors affiliated with a party (national organisation, districts, municipal branches, youth/women's wings and elected representatives); municipal and regional party support (type 1.4) is included as funding_type 'other'. Late or missing statements make recent years incomplete.
- Statements 2014-2018 under the earlier act (Lag 2014:105, source Income statements under the earlier act, Lag (2014:105) om insyn i finansiering av partier - parties and personal-vote campaigns) covered only parties that took part in Riksdag or European Parliament elections - in practice their central organisations - and candidates' personal-vote campaigns; district and municipal branches did not report. The 2014 statements cover 1 April-31 December 2014 (the act entered into force on 1 April 2014).
- In the published 2014-2018 statements the names and addresses of private persons are blanked: their contributions are listed as 'Private individual (name not published)' with the type and amount only. A few party units that were entered on the private-person sheet are kept with their name.
- Fiscal year 2018 is covered by two complementary sources: the central organisations of the parties then in the Riksdag (and AfS, Fi) filed their 2018 statement under the old act (Income statements under the earlier act, Lag (2014:105) om insyn i finansiering av partier - parties and personal-vote campaigns), all other actors under the new act (Partiinsyn open data - income statements of political actors (PartiinsynOpenData.csv)). Vänsterpartiet filed January-March 2018 under the old act and April-December under the new act. The same organisation does not appear for the same period in both sources.
- 91 of the 2014-2018 statements are published only as scanned PDFs (Centerpartiet 2014-2017, Moderaterna 2015-2016, Feministiskt initiativ 2015-2016, Liberalerna 2015, Miljöpartiet 2017-2018, three small parties in 2014 and 77 personal-vote campaigns of Centerpartiet 2014). They were read with tesseract OCR; a page is used only when its OCR'd lines add up to the printed 'Totalt belopp' of the page, otherwise it is left out. Organisation names read by OCR may contain misreadings (flagged in description). Pages left out: 2016, Moderata Samlingspartiet.pdf p.5 (printed total not legible; lines add up to SEK 861,880). Of the scanned personal-vote statements, 1 contain an itemised page; the others consist of the summary page only.
- the party accounts data rows se_kammarkollegiet_lag2014_income cover the central organisations whose 2014-2018 statement is a spreadsheet (not the scanned ones); 2014 is April-December only; contributions from other parts of the party organisation are excluded from income_total.
- Recipient elected representatives and personal-vote candidates (individuals) are recorded as recipient kind=candidate.
- Checked on 29 Sep 2026, nothing more is published: the Partiinsyn search application only searches contributors that are legal persons; Kammarkollegiet records the name and address or personal number of every contributor above 0.5 price base amounts but does not publish private persons' names (privacy notice 'Personuppgifter vid insyn i partiers finansiering'), so the only route to those names is a public-access (offentlighetsprincipen) request to registratur@kammarkollegiet.se. The open-data CSV is refreshed daily; the copy in the downloaded files/ was identical to the file of 28 Sep 2026. The 2014-2018 listing (610 statements) is unchanged. The page on sanction fees (sanktionsavgifter) holds guidance only.
- Repaid anonymous contributions (Aterbetalade anonyma bidrag) - payments to Kammarkollegiet holds the two payments of excess anonymous contributions to the state listed by Kammarkollegiet (SEK 272 in 2019 for 2018; SEK 85,120 in 2026 for 2025); the amount is only the part paid in.
