- Individuals whose total contributions exceed one average gross monthly wage of the previous year (art. 18(2)(3) ZVRK). Only natural persons may donate.
- Legal framework
- Zakon o političnih strankah (ZPolS, Political Parties Act) and Zakon o volilni in referendumski kampanji (ZVRK, Election and Referendum Campaign Act). Only natural persons may donate, up to ten average gross monthly salaries per year (art. 22 ZPolS); the annual report, filed by 31 March with AJPES, which publishes it, lists by name and amount all donors exceeding one average gross monthly salary (art. 24); loans may come only from banks or from private individuals within the same ceiling. The Računsko sodišče (Court of Audit) audits parties and campaigns; state funding (art. 23) goes to parties with at least 1% of the vote, 25% in equal shares and 75% in proportion to votes, capped at 0.017% of GDP. Organisers of election and referendum campaigns file their reports with AJPES, which publishes them. Lobbying is regulated by the ZIntPK, with a register of lobbyists held by the KPK and lobbying contacts published on Erar.

- Party annual reports (AJPES JOLP), which list donors above one average monthly wage per year, could not be ingested: the per-party page requires typing a CAPTCHA access code and accepting terms, and there is no bulk export. So the donations data only covers election and referendum campaign accounts, not routine party donations.
- Local election and local referendum campaign reports (about 5,000 reports, mostly from the 2022 local elections) were not crawled because of the time budget. The AJPES search also caps results at 1,000 per query. Run 'python3 the import script --local' to crawl them year by year.
- AJPES only keeps some past campaigns online. Earlier National Assembly campaigns (2011, 2014) and older ones are not in the listing.
- Campaign reports only name individuals whose total contribution exceeds one average gross monthly wage (roughly EUR 1,700-2,600 depending on the year). Most campaign money is the party's own funds transferred to the campaign account, and those amounts are not itemised. The per-report totals are in campaign_reports.csv.
- Donation dates are not reported. 'year' is the campaign year shown by AJPES, and the vote date is given in 'description'. Amounts are each person's total contribution to that campaign.
- Donor names are given as written: some reports put the surname first, others the first name. donor_locality is the town (and postcode when given), taken from the donor's address. Street addresses are dropped.
- No public-funding or party-finance tables were ingested. State funding per party is paid under art. 23 ZPolS and municipal funding under art. 26, but there is no machine-readable national table. Erar (KPK), which shows the payments, is protected by Cloudflare Turnstile. Municipal funding decisions are scattered across individual Uradni list notices.
- Court of Audit (Računsko sodišče) audit reports on campaigns and parties are PDF narratives and were not ingested.
