Legal framework
Main statute: Act No. 85/2005 Coll. on political parties and political movements (zákon č. 85/2005 Z. z., substantially amended by Act 344/2018), together with Act No. 181/2014 Coll. on election campaigns. Oversight lies with the State Commission for Elections and Control of Political Party Financing (Štátna komisia pre voľby a kontrolu financovania politických strán), hosted at the Ministry of the Interior. Donations are capped at EUR 300,000 per donor per year; donations from public bodies, foundations, non-residents and foreign legal persons are prohibited. By 31 March each party must publish on its own website the list (name, address) of anyone who gave donations or membership fees above twice the minimum wage (§ 22(5), kept online for five years), and by 30 April it must file its annual report (výročná správa) with a schedule of donations (§ 30), published on minv.sk and in the public register of financial statements. Campaigns run through a transparent bank account with a EUR 3 million spending cap and a final report; there is no lobbying law (one has been in preparation since 2025).

Caveats
  • Donations come from Transparency International Slovensko's database, which is compiled from the parties' annual-report PDFs; it is not an official machine-readable register. Each row links to the original PDF.
  • Rows include loans and bank credits (description starts with 'loan'; EUR 50,260,111 in total) and membership fees, as listed in the annual reports' schedules. Exclude them for pure donation totals.
  • Coverage is uneven: 2002-2014 only for some parties/years (NR SR archive), and years such as 2021 are thin; not all ~60 registered parties are processed each year.
  • Pre-2009 amounts were converted by TIS from SKK to EUR at 30.126 SKK/EUR (flagged in description); all amounts are EUR.
  • Some dates are year-end placeholders (e.g. YYYY-12-31) as recorded in the reports; rows with only a year have an empty date.
  • 222 rows are exact duplicates of another row; kept, since repeated identical payments are plausible.
  • donor kind is taken from the TIS person/company classification; companies with association-like names are marked association. Donor addresses are reduced to town; notes that look like street addresses are dropped.
  • recipient_name keeps the TIS party label; renamed parties are mapped to one canonical party only where the legal entity is clearly the same (e.g. Volt, SRDCE, Maďarské fórum, Národná koalícia). SMK-MKP and Maďarská aliancia are kept separate although Aliancia is the renamed SMK.
  • Public funding figures are TIS tables computed from vote shares, seats and statutory rates, not Ministry of Finance payment records. Election periods 4 (2006-2010) and 6 (2012-2016), absent from the previous ingest, are now included from the current TIS web bundle. Period(s) vo9 are marked as estimates (ODHAD) by TIS; years >= 2026 were dropped.
  • OĽaNO-led lists (OĽaNO-NOVA 2016/2020) are attributed to OĽaNO; the 2023 OĽANO-KÚ-ZA ĽUDÍ and 2020 PS-SPOLU coalition payments are split by TIS member shares.
  • No the party accounts data: annual-report income/expenditure totals exist only in per-party PDFs (minv.sk/?vyrocnespravyps, registeruz.sk) with heterogeneous layouts; not ingested.
  • source ref is the TIS donor id (not a row id), so it repeats across one donor's donations.
  • Europarty/EP group mappings are conservative; SMER and HLAS are suspended from PES (their MEPs sit as non-attached); SaS has no MEPs in 2024-2029.
  • Transparentné účty kandidátov (candidates' campaign transparent accounts) - Voľby TIS account monitor (11654 rows, EUR 8,121,454; presidential 2024 EUR 1,385,075) are credits on candidates' campaign transparent accounts, as monitored by TIS: the 11 candidates of the 2024 presidential election and a selection of 509 mayoral, municipal and regional candidates of 2022 (only the accounts TIS chose to monitor; most local candidates are not covered). They are campaign money received by the candidate, not donations to a party, and do not overlap with the party annual reports. recipient party is set only when TIS lists a single nominating party; presidential candidates and multi-party or independent candidates have none.
  • Campaign-account rows include the candidates' own deposits (description 'candidate's own funds', EUR 3,277,168) and transfers from parties (donor kind party, e.g. HLAS to Peter Pellegrini EUR 500,000; SNS to Andrej Danko). Payer names are shown as the bank prints them (often 'Surname Firstname'; academic titles removed), so the same person can appear in several spellings. Credits without a payer name are aggregated per candidate and year as 'Unnamed payers'.
  • Credits on campaign accounts that are not donations were dropped by keyword and payer rules (interest, refunds, loans and repayments, salaries or reimbursements from towns and public bodies - some candidates used a pre-existing personal transparent account -, card refunds, bank entries), as were cent payments below EUR 1 used to send messages and credits outside the campaign window (presidential: June 2023-April 2024; 2022 local: January-November 2022). The rules are heuristic; check large rows against the bank statement linked in source_url.
  • Party campaign transparent accounts (parliamentary elections 2020 and 2023, European election 2024, party accounts in the 2022 local elections) are also monitored by TIS but were NOT ingested: donations to them are party donations already listed in the annual reports (60-80% of the named credits of PS, SPOLU and KDH match an annual-report row by donor and amount), and most of the remaining money is transfers from the parties' own accounts. Transparent accounts of the 2019 presidential and 2018 local campaigns are not in the TIS monitor.
  • Second pass, checked 2026-09-29 (nothing further ingested): (a) party campaign transparent accounts monitored by TIS (parliamentary 2020 and 2023, European Parliament 2024; https://volby.transparency.sk/api/accounts/search.php?e=n and e=e, 44,596 rows) re-analysed: of 8,837 named credits of at least EUR 1, 70% match an annual-report row by donor name and amount; nearly all the rest are transfers from the parties' own accounts (payer = the party or its coalition) or loans, and after removing those about 300 (donor, account, year) items worth EUR 0.65m remain, mostly loans and gifts made under a payer name that differs from the donor's name in the annual report, so they were not added; (b) presidential election 2019: TIS's 2019 pages (https://volby.transparency.sk/prezident2019/) hold aggregates only, the TIS account API has no code for 2019 (e=p19 and similar return 0 rows) and the candidates' accounts have left the banks' transparent-account sites (Čaputová's SK8009000000005144474267 at Slovenská sporiteľňa: https://api.slsp.sk/ta-turnovers/api/accounts/<IBAN>/turnovers returns no rows), so no candidate-level donor data for 2019, the 2019 European and 2018 municipal campaigns exist online; (c) the candidates' final campaign reports of the Ministry of the Interior (e.g. .../130_prezident/p24_kampan/P24_Korcokl.pdf) are one-page totals without donors; (d) regional/municipal 2022: only the 509 accounts in the TIS monitor are ingested, there is no central list of the other candidates' accounts.
  • Annual reports at the source: the Ministry of the Interior publishes one PDF per party and year (https://www.minv.sk/?vyrocne-spravy-politickych-stran-a-politickych-hnuti-za-rok-2024 and the same for 2015-2023; 54 PDFs for 2024 against 36 parties with rows in the TIS database that year). Sampled 2026-09-29: SMER - sociálna demokracia 2024 states it booked no gifts ('neúčtovala o príjmoch z darov'); STAN and SLOVENSKO 2024 are image-only PDFs that were not read (TIS has no rows for them). Filers without rows in the TIS database may therefore have declared nothing, or been skipped by TIS: check the PDF before assuming either.
  • Not ingested: the donor lists that parties must post on their own websites under § 22(5) of Act 85/2005 (donors above twice the minimum wage) repeat, for a subset of donors, what the annual reports list. Checked in September 2026: the TIS donors database has no newer rows than the 2025 annual reports (filed by 30 April 2026); spot checks of parties with no 2025 rows (SMER - sociálna demokracia, Hnutie SLOVENSKO) found that their reports declare no donations.
