Caveats

• THIS BUILD WAS RUN WITH --skip-legacy: the 2018-2020 XLS party reports (ua_nazk_legacy_reports, ua_nazk_legacy_state_funding) are NOT included; donations before 2021 come only from the CEC election-fund reports. Run 'python3 the import script' to include them.
• Ukrainian parties must itemise every contribution by name; there is no disclosure threshold. NAZK withholds natural persons' tax numbers, passport data, dates of birth and addresses (published as '[конфіденційна інформація]' or reduced to the region). This dataset also drops patronymics (по батькові), rewrites 'SURNAME Given' as 'Given Surname', keeps at most the town (or the region when only the region is published) and reduces legal entities' addresses to the town.
• Coverage by period: quarterly party reports for 2016 Q1 - 2017 Q4 (the first ones filed with NAZK; there is no central register of party donors before them) are NOT included. The files are gone from nazk.gov.ua (the 2016 quarter pages now return 404; the 2017 pages are live but their file links redirect to 404). The Wayback Machine holds XLS/XLSX/Word copies of 2017 Q2-Q4 (about 690 workbooks and bundles, 650 MB) and of 2016 Q4 (about 50), PDF copies only for 2016 Q1-Q3 (the Office-format bundles of 2016 are 0.1-4.4 GB each), and nothing for 2017 Q1 (its links carry Windows path separators and were archived as 404); the listings are in the downloaded files/nazk_legacy/cdx/ and the plan is in RESUME.md. 2018 Q1 - 2020 Q4 come from the XLS versions of the paper reports (ua_nazk_legacy_reports); 2021 Q1 onwards comes from POLITDATA (POLITDATA - Unified State Register of Political Party Reporting: monetary and other (in-kind) contributions declared in the quarterly and annual reports of parties and their local organisations). The paper-era XLS files for 2021 Q1 and the separate 'annual report' pages for 2018-2020 are not used (parties re-filed 2021 in POLITDATA; the annual pages repeat the quarterly data).
• Checked, nothing published with donor names: (1) POLITDATA sections 'Виборчі звіти' (election-fund reports, API /api/v1/election/reports/list) and 'Банківські операції' (bank operations of election funds, /api/v1/bank-transactions/list) at https://politdata.nazk.gov.ua/election-reports and /bank-operations hold no records (count 0 on 2026-09-29); (2) CEC reports for the 2014 presidential election (https://www.cvk.gov.ua/188521.html), the 2014 parliamentary election (https://www.cvk.gov.ua/wp-content/uploads/2021/06/ostatochny_svity.pdf, scanned forms) and 2012 (consolidated per-account reports on https://www.cvk.gov.ua/vibory_category/vibori-narodnih-deputativ-ukraini/vibori-narodnih-deputativ-ukraini-28-zhovtnya-2012-roku.html) are scanned forms with category totals only (party funds, the candidate's own money, contributions of natural persons - legal entities could not donate) and no donor names, so nothing was ingested; (3) the CEC pages of the 2015 and 2020 local elections (https://www.cvk.gov.ua/vibory_category/mistsevi-vibori.html) publish no financial reports: candidates' and party organisations' election-fund reports went to the territorial election commissions and appear, if at all, on the sites of city and regional councils (for example Kyiv City TEC on kmr.gov.ua), which is not a central source; the 2020 election-fund receipts of party organisations are in the quarterly reports above; (4) the civic mirror zp.chesno.org sits behind a Cloudflare challenge and was not used.
• Martial law: after 24 Feb 2022 the duty to file quarterly reports was suspended. Law 3337-IX (in force 26 Dec 2023) restored it and required reports for 2021-2023, which parties filed in March-April 2024 either quarterly or as one annual report per year (rows from annual reports say so in the description). Quarterly reporting resumed with 2024 Q1. Parties banned by court in 2022 (e.g. Opposition Platform - For Life, Party of Shariy) never filed their 2021-2023 reports, so their donations after 2020 are missing.
• Duplicates between reports were removed: POLITDATA contributions repeated in an annual and a quarterly report of the same organisation (25 rows); legacy XLS contributions repeated in another report of the same organisation, e.g. Q4 reports filed cumulatively for the whole year (0 rows). Where NAZK published a corrective report next to the original, only the corrective one is used (0 files skipped).
• Recipients: 'party' = the central party, 'party_branch' = a regional/city/district organisation that files its own report (local organisations are separate legal entities, so a party's total is party + party_branch rows), 'candidate' = a candidate's election fund, 'campaign' = a party's election fund in the 2019 parliamentary election. For 0 legacy workbooks without a readable name the local organisation is named after the file ('... (local organisation of <party>)').
• Internal transfers are not donations and were removed: money a party (or one of its own organisations) paid into its own or its branch's account, e.g. the party's own funds moved to its election-fund account (137 rows); bank interest booked as a contribution was also removed (29 rows).
• Election funds (ЦВК): only the 2019 presidential and parliamentary elections and the 2020-2021 parliamentary by-elections are published in machine-readable form. Candidates' own funds and transfers from the nominating party are excluded (Petro Poroshenko's 2019 presidential fund was financed entirely with UAH 584.5m of his own money; Yulia Tymoshenko's with UAH 228.9m from Batkivshchyna). Because the same 2019 election-fund receipts also appear in the parties' quarterly reports (table III.1.4), those legacy rows were dropped (0 rows) in favour of the CEC itemisation. Contributions to the election funds of party organisations in the 2020 local elections are included through the quarterly reports (description 'contribution to the election fund account'); the separate funds of individual local candidates (reported only to territorial election commissions) are not published centrally and are missing.
• CEC itemisations were checked against each report's own summary form: 59 rows whose table contradicts the form (typically expenditure data or bank codes typed into the receipts table) were rejected; rows of reports without a summary form are kept only with a valid date and an amount within the legal ceiling, and are flagged in the description. 58 by-election reports were published as PDF only and are not included.
• Legacy XLS reports were read with a layout-independent table reader and each table was checked against its printed total: 0 tables matched, 0 fell short (rows without a legible name or amount; the rest is kept) and 0 exceeded the printed total and were dropped (0 rows). Rows dated outside the report year were dropped (0), as were rows whose 'name' was an address (0). Reports submitted as Word/RTF files, corrupt files and broken or dead links on the NAZK pages (0) are missing.
• Local-organisation bundles (7z/rar, several GB in total) are not cached in the downloaded files/: the downloader keeps a JSON dump of every sheet of every workbook instead (the downloaded files/nazk_legacy/*/*.bundle.json.gz); single workbooks are cached gzip-compressed.
• Negative amounts are contributions returned to the donor or transferred to the state budget; they are entered only when the same payer's contribution is in the data.
• donor kind for legal entities is inferred from legal-form words (ТОВ, ПП, ПрАТ, БФ, ГО, ...). Individual entrepreneurs (ФОП) are natural persons (donor kind individual, noted in the description). 'ПП' in a donor name means a private enterprise, not a political party.
• Party names are the current NAZK register names (main parties in their usual short form). Renamed parties are linked through their EDRPOU code where the report states it, e.g. European Solidarity = former Petro Poroshenko Bloc 'Solidarity'. Local-organisation reports are attached to the party named on the NAZK page.
• Amounts are in hryvnias (UAH) as reported; fx_extra.csv gives Eurostat annual EUR/UAH averages (2026 provisional). the public funding data: state funding of statutory activity actually received (net of returns to the budget), from the reports themselves (2018-2020 printed quarterly totals, 2021- itemised receipts); campaign-cost reimbursements are funding_type election_reimbursement.
