Caveats

• kqz-ks.org is protected by a Cloudflare challenge that blocks automated downloads; the files were retrieved from the Internet Archive's Wayback Machine copies of the official KQZ uploads (captured 9 Feb 2025). source_url points to the original KQZ address.
• Only the two consolidated donation lists that the KQZ published for the 2021 elections (text PDFs) are ingested. Not ingested: the per-entity annual financial reports (2013-2016, 2019, 2021-2024), quarterly reports of parliamentary parties (2023-2025), campaign financial reports (2013-2025, incl. the February 2025 Assembly elections) and the independent audit reports. They contain typed donor tables ('Shenimi 3: Donacionet dhe kontributet ne te holla') but are published as scanned images (RICOH/NAPS2 scans at 200 dpi) without a usable text layer; a trial OCR of the Vetevendosje 2024 annual report did not read donor names reliably, so they were not ingested. Files uploaded from mid-2025 (October 2025 municipal and December 2025/2026 Assembly elections) are not available at all, because the Wayback Machine captured only the Cloudflare challenge page.
• Validation: 23 entity sections carry a printed total and all 23 match the parsed rows to the cent; in every section the published row numbers run without gaps. The 2021 early-election list prints no totals for most entities (including Vetevendosje's 343 rows); those sections were checked by row-number continuity only.
• Each row is one donation as declared by the political entity in its campaign financial report; the KQZ lists were compiled from those declarations and may be unaudited.
• In-kind contributions (goods and services, at declared value) have in kind=1 and the published description of the goods/services in the description column.
• 2 rows where an entity reported money transferred from its own party budget/fund to the campaign (e.g. 'Buxheti i PAI-it', 'Nga fondi i partise Fjala') are not donations and were excluded.
• The lists do not state whether a donor is a natural or legal person; donor kind is 'company' only where the name contains a business form (SH.P.K., SHPK, SH.A., L.L.C., B.I. ...) or an obvious company word, otherwise 'unknown' (the great majority are private individuals).
• Personal numbers (numri personal) and business numbers that the KQZ printed for some donors are deliberately not copied. donor_locality is the municipality/town as published; street addresses printed in that column are dropped. donor country is XK unless the locality column names a foreign country (e.g. 'ITALI' -> IT).
• Dates: both DD.MM.YYYY and Excel M/D/YYYY formats occur in the source and are normalised; dates outside the campaign period (clear typos such as 03.09.2022 in a 2021 list) are left empty and quoted in the description.
• Citizens' initiatives and coalition lists that are not registered parties are recipient kind 'campaign' without recipient party; independent candidates are 'candidate'. Coalitions led by a party are attributed to it (NISMA list 2021 = Nisma Socialdemokrate-led coalition).
• Names are published by the KQZ mostly in capital letters and are kept as published (not re-ordered; Albanian convention is first name then surname).
